1. Background

The open storage locations on Fort Leonard Wood need to have the day door lock security system upgraded to all for dual authentication (card + pin). Additionally, each lock must have the capability to be audited independently of each other and with Hard copies of the audit kept on file.

2. Scope

Vendor shall provide and install door lock system keypad readers (19 cylinder, 1 mortise) and 9 access control panel wired), 500 access control cards, 3 stand-alone workstations with document printer and card printing software and 3 data transfer devices (DTD) capable of programing the locks and transferring audit information from the lock to the stand-alone workstation.

Building 2 1st Floor – 2 cylinder systems 2nd Floor – 1 cylinder systems 3rd Floor – 1 cylinder system and 1 crash bar system

Building 3 1st Floor – 1 cylinder system and 1 mortise system

Building 4 2nd floor – 1 cylinder system

Building 5 1st Floor – 1 cylinder system

Building 6 1st Floor – 1 door access panel and 1 wired keypad reader

2nd Floor – 3 1 door Access Control Panels, 1 elevator access control panel and 4 wired keypad readers

Building 7 1st Floor – Remove and replace (1) wireless Keypad Reader Handle Set.

Building 8 2nd Floor – Remove and replace (1) wireless Keypad Reader Handle Set.

3. Software Enhancement and Support

Vendor is to provide proprietary lock software support up to five (5) years.

7. Ancillary Services

Maintenance calls or out of warranty services.

8. Period of Performance: Base plus four (4) option years.

9. Constraints:

• It is understood that the customer will need to go to each lock independently with a DTD to program the lock and to pull the audit for each lock.

• Customer will provide 19 key cylinders

• It is assumed that location requiring the wired keypads that existing cabling will meet the requirements and cand be reutilized.

• Customer will monitor installation of locks systems at all times.

• If there are visible holes after hardware is installed, there may be additional costs.

10 OPSEC

The OPSEC Plan and User Agreement: The OPSEC Plan and User Agreement will be available for Contractors to review through the Installation OPSEC Officer. The Contracting Officer’s Representative (COR) will ensure the Contractor is aware of the Installation's OPSEC Plan and is in compliance with the Installation's OPSEC Plan during contract performance.
