About this file
This is a Local Business Entity or Local Impact Certification form for the City of Philadelphia, specifically related to a contract opportunity with the Water Revenue Bureau seeking a lead software consultant for interface programming and production support. The certification document serves as an appendix to the application materials and allows applicants to request consideration as a positive factor in the City's evaluation process if they meet established local business criteria as defined in Mayoral Executive Order No. 04-12.
Applicants may certify under one of two pathways: Local Business Entity Certification, which requires demonstration that the applicant filed a Business Income and Receipts Tax return with the City during the preceding 12 months, continuously maintained a valid Commercial Activity License and necessary permits for 18 months, continuously occupied and staffed a City office, and satisfied either having a principal place of business in the City or meeting at least two of three additional requirements regarding employee residency, work location, or gross receipts sourced from Philadelphia; or Local Impact Certification, which requires the applicant to commit to employing City residents and performing work within the City in the performance of any resulting contract. Applicants seeking consideration under these criteria must complete the certification, provide appropriate signatures and dates, and include a separate statement in their application referencing the attached certification documentation.
