About this file
This is a Local Business Entity or Local Impact Certification form issued by the City of Philadelphia as Appendix D to a Request for Proposals from the Office of the City Treasurer seeking qualified institutions to serve as Municipal Advisors. The certification form allows applicants to request consideration as a positive factor in the City's evaluation of their proposals by demonstrating compliance with criteria established in Mayoral Executive Order No. 04-12. Applicants may elect to certify as either a Local Business Entity or commit to Local Impact in the performance of any resulting contract.
To qualify as a Local Business Entity, applicants must demonstrate that during the preceding 12 months they filed a Business Income and Receipts Tax return with the City establishing business operations within the City during the calendar year preceding the filing of the return. Additionally, during the preceding 18 months, applicants must have continuously maintained a valid Commercial Activity License and all other necessary licenses and permits, continuously occupied and staffed a City office where business is conducted, and either established their principal place of business in the City or satisfied at least two of three additional criteria: maintaining more than 60 percent of full-time employees as Philadelphia residents on the City's Annual Reconciliation of Employer Wage Tax, having more than 50 percent of full-time employees work in the City at least 60 percent of the time, or reporting more than 75 percent of gross receipts as Philadelphia receipts. Alternatively, applicants may certify Local Impact by committing to employ City residents and perform the work within the City in performance of any resulting contract.
