About this file
This is a Key Performance Parameters (KPP) requirements document from the Joint Special Operations University (JSOU) outlining mandatory and desired specifications for a Learning Management System (LMS) cloud-based software program.
The mandatory KPPs include: FedRamp compliant SaaS platform, sliding scale licensing for various learning modes, 3TB minimum storage, SCORM compliance, content management capabilities, CAC-enabled authentication, automated enrollment/grading systems, and extensive microlearning platform functionality with automatic grading, progress tracking, and certificate generation features. Non-mandatory parameters include CUI material support, zero-downtime updates, 508 compliance, AI integration, mobile compatibility, virtual classroom capabilities, and comprehensive survey management tools with automated distribution and reporting features. The requirements support a pre-solicitation notice with responses due by 10:00 AM EST on February 27, 2025, targeting NAICS 513210 vendors with a $47M size standard, managed by the 6th Contracting Squadron at MacDill AFB for USSOCOM.

Subject: Joint Special Operations University Learning Management System (LMS) Key Performance Parameters (KPP).
The United States Special Operations Command (USSOCOM) at MacDill AFB FL desires to procure the service of a Learning Management System (LMS) cloud-based software program to support the Joint Special Operations University (JSOU).
The LMS program must meet the following Key Performance Parameters (KPP):
FedRamp compliant Cloud-based Software as a Service (SaaS) platform Sliding scale licensing structure to accommodate synchronous, asynchronous, eLearning, and microlearning platforms Minimum storage of 3TB SCORM compliant Content library and curriculum management Discussion boards for student collaboration Gradebook Tools to build assessments and rubrics/test banks LMS training and support for faculty and administrators Migration assistance services of data from current LMS Test and staging environment Student engagement/group/communication tools Tool to detect AI generated content and plagiarism Helpdesk support for faculty and students Automated password reset CAC enabled (primary) with login & password capability (secondary) CAC or .mil/.gov email authentication Auto-enrollment and access to courses with the LMS once verified Automatic grade transfer from LMS to SIS Automated system for students to have the SIS produce a digital certificate for their records Microlearning platform with automatic grading and results in the gradebook Microlearning platform that displays student progress to each course or module within the main page/catalog Microlearning platform which provides students with “record of completion” to each module or course Microlearning platform which allows administrators to create unique “records of completion” Microlearning platform which applies “records of completion” to multiple certificates or badges without requiring students to retake the module or course Microlearning platform which provides pdf for “certificate” for course completion
Microlearning platform which sends certificate of completion to the SIS for inclusion into the student’s transcripts Microlearning platform which provides a home page that easily displays up to 100 modules or lessens within 5-10 categories for easy navigation by the student Microlearning platform which allows students to view modules or courses that are complete, incomplete, and not attempted Microlearning platform which allows students to view remaining modules or courses required to complete a certificate or badge Microlearning platform which allows students to export a transcript of all individual modules, certificates, or badges completed Microlearning platform which recommends additional JSOU courses based on completion of each module or course from a list provided by JSOU Microlearning platform which provides a key word search to find modules of interest within the course listings
While not mandatory, the LMS program would like to meet the following Non-Key Performance Parameters (non-KPP):
LMS support for Controlled Unclassified Information (CUI) material System updates with no downtime 508 compliant Generative AI integration and capabilities for development curriculum Course authoring tools Mobile compatibility/responsive design Retention center/risk alerts Learning/predictive analytics Student activity reporting Student progress tracking Course themes and structures Navigation tools Course calendar Virtual classroom Cloud space for individual and collaborative learner and separate for instructor Common-platform streaming – audio and video Synchronous (live) chat or messaging capability Blog space for learners/participant reflection more fluid than a discussion post Student discussion area for off-line conversations Create unofficial transcripts from the SIS for student display Automated system for students to request and official transcript (official transcripts will be distributed through a third party for verification and digital transfer (example Parchment))
A manual review can be enabled to approve students (applicable to students who do not have a CAC)
Allow students to update their student profile
Allow students to update or reset their passwords Students should be able to search for courses, put in key words, and find recommendations to related modules, full course, and events. Upon completion of a course, the system can display a “this might interest you” selection
Allow manual closeout of courses by registrar Automatic distribution of end of course surveys to students on a predetermined day such as the last day of a course, or x number of days before the end of a course, or a date specified by the administrator
Allow the creation and management of multiple surveys for different purposes such as end of course survey, special event survey, graduate follow-up survey, supervisor survey, etc.
Track the completion of surveys by those invited to take the survey. Each student will have two emails, but only one needs to complete the survey
Automatic resend to those who have NOT completed the survey. Send re-invites a set number of times prescribed by the administrator or until the survey is completed
Report survey results in a consolidated report Provide a dashboard that allows administrators to graphically view survey results by course, iteration, date Provide survey templates for multiple styles of questions that include essay questions, Likert multiple choice questions, fill in the blank matching, and drop-down menu styles
