10 February 2024
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary except that specifically identified as Government furnished in Section 11, Government Furnished Property and Services, to procure and install a 170 ft.
communication tower at Yokota Air Force Base, Japan - (Bldg. 4350). The contractor shall perform replacement services in accordance with (IAW) this PWS, manufacturer standards, commercial practice, and local standards. All parts and materials must be Trade Agreement Act (TAA) compliant.
2. OBJECTIVES. The contractor shall procure and install a 170’, weather resistant, self-supporting communication tower (example: SSV Standard ROHN self-supporting communication tower). The vendor shall provide and install standoffs (antenna supports), lightening protection/grounding, lighting, electrical, steps/pegs, and safety climb. The contractor shall also install four ANT150F2 Fiberglass Collinear Antennas (Smurf Type) to include cable, termination, testing and grounding etc. The contractor shall intercept and install one underground, conduit from UP 50-28 to B4350. The contractor shall install fencing at the base of tower.
3. SCOPE. Procurement and installation of self-supporting tower to include foundation, grounding, lighting, and lightning protection. Installation of antennas, RF cables to include suspension strand, grounding, termination, labeling and testing. Excavation and trenching to include road cut, underground conduit installation, building penetration, conduit interception and coupling. Installation of 6’ tall, non-see-through, weather resistant, brown, metal fence around the antenna foundation. Installation, termination, fusion splicing, testing, and labeling of fiber optic communication cable.
4. REQUIREMENTS. The new installation shall fulfill the following requirements:
4.1 Task 1 – Site Prep: Soil Test, Tower Footing/Foundation Installation, RF Conduit Installation.
4.1.1 Subtask 1 – Soil Test: Cut parking lot and place a border segregating the parking lot from the tower foundation. The border should prevent parking lot degradation (overall objective separate parking lot from tower foundation). Test soil to determine current existing condition and allowable shear pounds of the soil.
4.1.2 Subtask 2 – Tower Footing/Foundation Installation: Utilize tower manufacturing specifications to determine best foundation in conjunction with local environmental conditions (Example: Earthquake, Typhoon, Wind, Rain, Ice). Foundation should be 1’ in length and width larger than projected fence installation.
4.1.3 Subtask 3 – RF Conduit Installation: Trench/excavate from UP 50-28 Pole to B4350. Cut existing conduit underground away from pole and intercept the conduit utilizing couplers (Conduit origination is Manhole (MH) 104- 13G-1). Install conduit from interception point to B4350. The standard trench depth is 3’ the minimum depth 1’. If conduit is above the 3’ standard depth; concrete encase newly installed conduit.
4.2 Task 2 – Tower Installation: Tower Footing/Foundation Installation, Tower Assembly and Installation, Obstruction Light Installation, RF Cable Support Installation, Steps/Pegs Installation, Safety Climb Installation, Antenna and Tower Ground Installation, Standoff Installation, Lightening Protection Installation, RF Cable Installation, Antenna Installation
4.2.1 Subtask 1 – Tower Footing/Foundation Installation: Install tower footing/foundation based on procured communication tower specifications (Example: ROHN foundation specification).
4.2.2 Subtask 2 – Tower Assembly and Installation. Assemble and install a 170’, weather resistant, self-supporting communication tower (example: SSV Standard ROHN self-supporting communication tower). Utilize procured tower specifications. Tower must be able to withstand 90 MPH sustained winds.
4.2.3 Subtask 3 – Obstruction Light Installation: Install obstruction lights and power at 170’ and 120’ utilize power from closest available source (B4350).
4.2.4 Subtask 4 – RF Cable Support Installation: Install vertical RF cable support system (weight of the cable shall be evenly supported down the tower to prevent pull at the connectors). Install guy wire from tower to B4350. Create two entry points into facility (one for RF cables and one for electrical).
4.2.5 Subtask 5 – Step/Peg Installation: Install steps/pegs on free corner of the tower to enable a free climb with no obstructions (two corners will have standoffs).
4.2.6 Subtask 6 – Safety Climb Installation: Safety Climb shall be installed on the step/peg corner of the tower and shall be continuous to avoid potential of climber falls due to disconnecting and reconnecting of safety gear.
4.2.7 Subtask 7 – Antenna and Tower Ground Installation: Install grounding (ground ring) for newly installed tower and RF coaxial cable per industry standards and tower specifications. Resistance to ground will not exceed 5 Ohms in accordance with IEEE Std. 142-1991 and IEEE Std. 142-2007. Ground bar(s) will be installed at tower for the bonding/grounding of newly installed RF coaxial cables.
4.2.8 Subtask 8 – Standoff Installation: Standoffs shall be installed on the two free tower corners. Standoffs are antenna supports that separate the antennas 3’ from the tower. Two standoffs will be at the highest possible position (no lower than 160’) and the other two will be 50’ below.
4.2.9 Subtask 9 – Lightening Protection Installation: Install lightening protection at top of the tower. All components to include antennas shall fall into the cone of the lightening rod. Lightening rod shall be grounded/bonded to the grounding ring at base of tower.
4.2.10 Subtask 10 – RF Cable Installation: Install one half inch Heliax cable from each standoff to B4350 above LMR rack (4 total). Provide drip loop at standoff, base of tower and before building entry. Ground cable shield before facility entry. Terminate 4 cables at both ends utilizing N Type connectors. Connect all cables on tower to appropriate antenna.
4.2.11 Subtask 11 – Antenna Installation: Install one ANT150F2 Fiberglass Collinear Antennas (Smurf Type) on each standoff (4 total). Antennas will be separated at a minimum of 3’ from tower corner. All antennas will be government furnished see section 11. All antenna and cables will be tested and have at minimum 2 VSWR.
4.3 Task 3 – Site Restoration: Fence Installation, Grass/Sod, Parking Lot
4.3.1 Subtask 1 – Fence Installation: Install 6’ high, non-see-through, weather resistant, brown, metal fence around the antenna foundation. Utilize concrete foundation that exceeds the fence line by one foot to eliminate grass growth inside the tower footing.
4.3.2 Subtask 2 – Grass/Sod/Concrete: Utilize concrete, asphalt, grass seed and/or sod to cover the trench and foundation work and restore the site to original conditions.
