RFI: LVM-17-2661-0004 / Solicitation: LM-17-10 JPL Data Systems Implementation and Operations (DSIO) Recompetition for Software/Systems Engineering, Operations, Data Management/Distribution, and Support Services

EXHIBIT 1

ROLE WORK DESCRIPTION

Flight Operations Systems Engineering

Develop spacecraft operations level-4 requirements; develop, document, and maintain processes and interfaces; support development of mission documents; support development of the Flight Operations Plan; support development of Operations Contingency Plans and Procedures; support development of Flight Sequences.

Mission Operations Systems Engineering

Definition, documentation and allocation of system requirements, architecture, design, and V&V requirements;

submit, track and work change requests; contribute to the project flight/ground trades; participate in reviews, Operations Readiness Tests and Training; adherence to JPL Systems Engineering practices, reviews, and milestones; specialty engineering as may be identified.

Validation & Verification Systems Engineering

Development of verification and validation plan; verification of level-3 requirements; verification of interfaces; preparation, coordination, and conduct of validation tests to demonstrate the capability and readiness of the MOS/flight system; document V&V results; participation in project V&V.

Mission Planning Support routine science mission planning for selected missions and experiments. This involves interacting with science teams to understand data acquisition plans, processing routine data acquisition requests, performing conflict resolution, tracking data request status, determining scientifically optimal times for routine housekeeping and calibration activities, developing long-and short-term data acquisition plans, and generating routine reports indicating progress versus plans.

System Architect Define the architecture (centralized, Big Data, Cloud) of an information system (i.e., a system composed of software and hardware) based on well-defined requirements. Identify components, the component interactions, interfaces (including with the environment and user), technologies, and resources to be used in the design. Develop models/prototypes; perform trade-studies, cost analysis.

SW Systems Engineer Coordinate system development tasks such as requirements definition, design, development, integration, and formal testing.

Establish SW configuration management practices and process for evaluating/prioritizing bug fixes/new capabilities. Oversee all transitions into production, e.g., design reviews, and test-readiness and deployment reviews. Prepare documentation describing the requirements, design, test, and release descriptions. Conduct trade studies, and perform analyses, and assessments.

SW Application Developer Identify requirements and design/develop/test/maintain SW for data systems, e.g., distributed/local data processing (cloud, cluster, server), data mining and analysis, telemetry processing, data accountability, data processing applications/pipelines.

Document requirements/design/test procedures.

Embedded SW Developer Identify requirements and design/develop/test/maintain SW for embedded systems. Analyze and enhance efficiency, stability and scalability of system resources. Support software QA and optimize I/O performance. Interface with hardware design and development. Document requirements/design/test procedures.

Trouble-shoot and perform analyses/trade-studies.

Scientific Algorithm Developer Apply science background and math skills to identify requirements and design/develop/test/maintain SW algorithms used to process and analyze scientific data. Document requirements/design/test procedures.

Computer and Information Research Scientist

Apply AI theory (machine learning, expert systems, data mining, etc.), probability/statistics, applied math/algorithms, and distributed computing techniques to design and develop AI capabilities. Identify requirements and develop test/validation conditions. Perform testing/validation and analysis of test results; provide recommendations for improvement. Document requirements/design/test procedures.

Data Visualization Developer Identify requirements and design/develop/test/maintain SW algorithms for visual business intelligence, animation, and 3D.

Perform analyses, trade-studies, and report findings. Document requirements/design/test procedures.

UI Developer Identify requirements and design/develop/test/maintain user interface applications. Document requirements/design/test procedures. Adhere to JPL/NASA-required design elements, as appropriate.

Software Tester Design/document/implement/execute tests to validate/verify SW applications/embedded systems. Document and report results. Assist in trouble-shooting errors.

SW Deployment/Configuration Coordinate requirements/schedule for software installation, install and configure SW on targeted compute platforms, e.g., servers, virtual servers, cloud. Conduct checkout. Assist in trouble-shooting errors. Document and maintain installations.

Database Developer/Administrator

Identify requirements and design/develop/test/maintain databases. Document requirements/design/test procedures.

Assist in trouble-shooting errors.

Data Management & Archive Define how data will be stored, consumed, integrated and managed. Identify requirements and design/develop/test/ maintain the data management schema and storage needs for large data sets. Establish processes related to data volume management, access controls, data evolution (i.e., acquisition and obsolescence), and archival.

Network Architect Design data system networks to meet data system performance requirements. Troubleshoot network problems, ensure network security, and availability.

Information Security Analyst Apply knowledge of cyber security threats, technologies, and countermeasures in support of SW and computer systems;

design and implement security and monitoring solutions.

Perform trade-studies, analysis, and provide documented recommendations to project.

SW Quality Assurance Apply knowledge of software best practices and standards;

evaluate and provide documented recommendations for achieving quality SW.

System Operator Production planning, process data, and monitor and assess information generated from information systems; analyze data, trouble-shoot/develop response to anomalies/errors, and document/report findings. Assist SW developers in defining requirements and testing of information systems.

User-facing Documentation Prepare technical documentation and graphics for end-users.

End-User Support Operations Provide support for interactions with the user community such as data distribution, validating user authorization, and establishing user accounts; assisting users in accessing data or answering questions, providing status on availability of specific data products; communicating user concerns to system developers, operators, and managers; assisting users with on-line operations procedures.
