Synopsis / Pre-Solicitation Notice

Nationwide Low-Level Mixed Low-Level Waste Treatment Services

89303320REM000060

June 18, 2020

Within 15 to 60 days from the date this notice is published, the U.S. Department of Energy

(DOE) anticipates issuing a Request for Proposal (RFP), 89303320REM000060, for nationwide low-level and mixed low-level radioactive waste treatment services. It is DOE’s intent to issue one or more Basic Ordering Agreements (BOAs) as a result of this RFP in or around the 1st quarter of fiscal year 2021. The period of performance for the BOA(s) is five (5) years from the date of issuance with no associated option periods. Firm fixed price, fixed unit rate, and time and materials task orders will be issued off the BOA(s) for treatment of specific waste types and quantities.

Services to be provided are set to include the treatment of radioactive waste for final compliant disposition of liquid, solid, sludge, and/or gaseous low-level waste (LLW), and mixed low-level waste (MLLW) including high gram quantities that could also contain Toxic Substances Control

Act (TSCA) chemicals including polychlorinated biphenyl (PCB), and the performance of other ancillary waste services including Bulk Survey for Release (BSFR) materials. This service supports the EM mission of safely completing the cleanup of the environmental legacy brought about from five decades of nuclear weapons development and government-sponsored nuclear energy research.

A dedicated webpage has been established for this procurement. All news/announcements, documents, including the RFP, questions/answers, and related links will be posted to the following webpage: https://www.emcbc.doe.gov/SEB/waste_treatment_services/. The RFP will also be posted to the Fedconnect website at: www.fedconnect.net.

This RFP will be issued on a full-and-open, unrestricted basis. The North American Industrial

Classification System (NAICS) code for this effort is 562211 – Hazardous Waste Treatment and

Disposal, Size Standard $35.5 Million (annual receipts).

All responsible sources may submit an offer by the due date to be listed in the RFP. Any clarifying questions should be submitted in writing via the e-mail address at llw_mll_wastetreatment@emcbc.doe.gov. Questions regarding the RFP, once it is issued, will have a cut-off date specified in Section L of the RFP.
