About this file

This is a construction engineering services proposal from OHM Advisors to Livonia Public Schools for the Healthy Livonia Greenhouse project at Garfield Community School. OHM Advisors proposes to provide construction engineering and inspection services for Contract 1, which encompasses site improvements and utility coordination in preparation for greenhouse construction. The scope of services includes contract administration, construction engineering, and construction inspection/observation services. The project is scheduled for a seven-week construction period beginning in mid-October 2021 and concluding in early December 2021. Services commence upon award of Contract 1. OHM Advisors will assign a Project Engineer to work day-to-day with the contractor, lead preconstruction and progress meetings, coordinate with local agencies and utilities, manage neighborhood communications, and conduct final inspections and project closeout activities. Daily field reports will document pay item quantities, contractor progress, and work compliance with plans and specifications.

OHM Advisors proposes a not-to-exceed fee of $41,500 for all services on an hourly basis, billed monthly, with no reimbursable expenses except for necessary permit or application fees. The fee is broken down as follows: Contract Administration at $14,500, Construction Engineering at $11,000, and Construction Inspection/Observation at $16,000. Alternatively, services may be selected individually on an as-needed basis. The 2021 hourly rates range from $60 to $210 per hour depending on staff level and position. The proposal explicitly excludes survey work, construction staking, and any inspection or engineering services related to the greenhouse structure delivery and construction. The agreement is governed by Michigan law and includes standard terms and conditions with a liability limitation capped at $25,000 or OHM Advisors' fee, whichever is greater. Payment terms require invoices to be paid within thirty days, with a one percent monthly service fee assessed on late payments.
