DEPARTMENT OF THE AIR FORCE
AIR FORCE SPECIAL OPERATIONS COMMAND
1st SPECIAL OPERATIONS COMBAT TRAINING SQUADRON
STATEMENT OF WORK FOR
ADVANCED SMALL ARMS SHOOTING RANGE AND LODGING
371 SOCTS HURLBURT FIELD, FLORIDA
8 November 2021
1. DESCRIPTION OF SERVICES.
The contractor shall provide all management, tools, equipment, supplies, and labor necessary for the 371 Special Operations Combat Training Squadron (371 SOCTS) personnel to perform training, practice, drills, and qualifications required on the contractor shooting ranges. The contractor shall provide field-like billeting conditions for the students and billeting facilities for the 371 SOCTS instructors, separate from the students. The range facility shall be inspected and certified annually by the Government.
1.1. Description of Range Requirements.
The contractor shall provide the following shooting ranges.
1.1.1. Three (3) operational pistol ranges. Each range shall be a minimum fifty (50) yards long by twenty-five (25) yards wide and consist of three (3) berms no shorter than fifteen (15) feet. Each range shall have a minimum of fourteen (14) firing positions.
1.1.2. Two (2) of the three (3) pistol ranges shall provide a stationary paper target stand for each of the fourteen (14) firing positions that are flush mounted to the ground for a total of twenty-eight (28) firing positions. A total of twenty-eight (28) moveable paper target stands, and silhouettes shall be available to configure (14) firing positions, within the three (3) pistol ranges.
1.1.3. Twenty-two (22) steel shooting targets shall be available to reconfigure to each of the (14) firing positions, within the 3 pistol ranges. Steel shooting targets shall include eighteen (18) IPSC silhouettes, two (2) plate racks, two (2) pepper popper targets on a steel stand. The Steel shooting targets shall be provided and maintained by the contractor in accordance with the manufacturer’s recommendations.
1.1.4. Two (2) operational rifle ranges. One (1) range shall be a minimum of one hundred (100) yards and consist of three (3) berms no shorter than fifteen (15) feet. Range shall have a minimum of fourteen (14) firing positions and include paper target stands. One (1) shall be a minimum of six hundred (600) yards. Range shall have a minimum of fourteen (14) firing positions and include paper target stands.
1.1.5. Barricades shall be provided and maintained by the contractor. Barricades provided shall include four (4) 9-hole barricades, two (2) mobile door frames with doors, thirty (30) cross piece barricades, twenty (20) plastic 50-gal drums that are easily moved around the range.
1.1.6. The contractor shall also provide the following items:
a) A land line telephone at the shooting bay.
b) A potable water source and ice shall be available for use to support up to 35 personnel.
c) Bathrooms or portable toilets shall be provided to support up to 35 personnel.
d) Daily internet and computer access for limited official e-mail communications with military leadership at Hurlburt. If the facility provides Wi-Fi to commercial customers, this shall be provided free of charge.
e) One small classroom able to seat 28 personnel shall be available for use.
f) Contractor will be responsible for all brass/spent casing pick up
g) Storage facilities shall be provided to store training equipment/targets etc. Storage facility shall be a minimum of 20 X 8ft, or equivalent area of storage space, enclosed metal containers. The contractor shall ensure the security of the government equipment/property maintained in the storage facilities.
h) Dumpster for trash collection that will be emptied on a consistent basis.
i) Lights and electrical outlets or alternate power source at all shooting bays.
j) Use of close quarter shoot house with prior coordination.
k) Bathroom or Porta-john located within 100 meters of the shooting bay.
l) Contractor shall ensure all barricades are located on the range and all equipment is in working order prior to the start of the requested training day.
m) Contractor shall ensure all covered facilities to include but not limited to shooting bays are grounded and protected against lightning per code.
1.1.7. Contractor shall charge the government on a per day basis for usage of the range facilities.
1.2. Description of Lodging Requirements.
1.2.1. The contractor shall provide two (2) separate lodging facilities that are cleaned and maintained prior to training events.
1.2.2. Instructor lodging. Separate sleeping area from the students for (6) instructors shall be provided and consists of heated/air-conditioned facility with 110v power and room to setup sleeping cots. Instructor lodging shall consist of a heated/air-conditioned facility with full kitchen (to include plates/utensils etc.), beds for up to six (6) personnel, refrigerator, bathroom, and shower facilities to accommodate (6) personal. Facility shall provide linens and a linen drop off point.
1.2.3. Student lodging. Lodging shall consist of a facility where up to 28 students may expand and disperse their cots overnight/for multiple days. Facility shall have a flat, hard surface floor with a roof overhead which provides cover and weather protection over entire student cot/sleeping area. Water access and permanent toilets shall be provided. 110v power shall be accessible. Shall also consist of climate-controlled storage for long-term placement of cots, sleeping mats, large heaters/fans, etc.
1.2.4. Contractor shall charge the government on a per night basis for usage of the instructor lodging facility and student lodging facility.
1.3. Cancellations.
1.3.1. The 371 SOCTS will attempt to notify the contractor no later than two (2) weeks prior to the 1st day before a class of a cancellation. No other fees or costs shall be claimed in the event of a timely cancellation notification.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
2.1. 371 SOCTS will provide all medical services, ammunition, weapons, and target supplies (excluding steel).
