About this file

The document is a set of instructions for the California State Lottery's Secure File Transfer system, Liquid Files, which allows external users to send files to valid Lottery email accounts. The related state and local contract opportunity is for an Electronic Fund Transfer (EFT) service to collect funds from and disburse funds to Lottery Game Retailer accounts for the sale and prize payment reimbursement of Lottery products. The proposed contract term is from September 16, 2024, to February 28, 2030, with live EFT transactions to commence on March 1, 2025. The Lottery may extend the contract term for up to two additional two-year terms.

The Lottery is seeking qualified financial institutions to act as the Originating Depository Financial Institution (ODFI) for processing the EFT services. Prior to going live, the selected contractor will work with Lottery staff on technical implementation and testing at no additional cost to the Lottery. The document does not provide information on pricing terms, set asides, incumbents, funding requirements and sources, or any other salient details.
