STATEMENT OF WORK

Fish Distribution Tank Lyons Ferry Fish Hatchery 13780 Highway 261

STARBUCK WA 99359

1. GENERAL:

Lyons Ferry Fish Hatchery was asked by the Lower Snake River Compensation Plan (LSRCP) to provide a Statement of Work for a new three compartment, three thousand gallon fish transport tank. This tank will be designed specifically to meet hatchery operation goals as well as program goals. Specifically, this tank will be utilized for hauling the Fall Chinook Acclimation Project (FCAP) sub-yearlings to Big Canyon Acclimation Pond, as well as Captain John Rapids Acclimation Pond and possibly Pittsburg Landing Acclimation Pond. Big Canyon Acclimation Pond has 16 20’ circular tanks which each tank holds a specific amount of fish. Lyons Ferry staff is able to fill eight tanks over a two day period with both their trucks, four tanks per day with two trucks. This tank will also give us the ability to haul multiple tanks of rainbow trout destined for different lakes and/or ponds saving time and fuel. The Tucannon Spring Chinook program will benefit as well, giving us the ability to haul multiple groups in one load. This will also help the Wallowa, Touchet, and Tucannon Steelhead Program, moving smolts from Lyons Ferry to Cottonwood Acclimation Pond, Dayton Acclimation Pond, the Tucannon Hatchery, and Tucannon River.

2. TANK SPECIFICATIONS:

Contractor shall furnish a tank for live fish transport which meets the minimum requirements stated below, in addition to meeting all applicable ICC (Interstate Commerce Commission) regulations. Tank shall have a minimum 3,000-gallon usable capacity, three (3) 1,000-gallon tanks.

Weight of the complete system fully loaded with fish, water, oxygen cylinders, and personnel must not exceed the maximum legal gross weight of the vehicle. The vehicle the flatbed and tank will be attached to will be rated at 58,000 Gross Vehicle Weight Rating (GVRW). Front axle 18,000 lbs., rear axles 20,000 lbs. each.

Tank system will be of uni-body rectangular construction designed to be installed to a flatbed that is mounted to the truck chassis. Tank shall have the total capacity of 3,000 gallons with three (3) 1,000 gallon compartments. Exterior of the tank is to be approximately 168”L x 80”W x 60”H. Tank inner shell is to be constructed of ¼” aluminum, with 1 ½” foil backed foam board insulation, and 1/8” aluminum outer skin. Tank shall have bolt down feet on the sides to properly attach to flatbed. Tank is fully welded construction. Tank outer surface is to be painted white. 3/8” picking eyes shall be placed at each corner of the tank. Each compartment shall have a clear site gauge with protection wings to measure gallons of water and pounds of fish.

Top of each compartment will have bi-fold doors with 3-point latches. Each door shall have a minimum access size of 36” x 36” for body and net access inside the tank. Doors shall be designed so each will have the capability of folding back in the full open position, no more than 3 inches from the top of the tank. An inside tubular handle shall be installed on the lid to allow it to be closed from the full open position. Lid gaskets will be heat molded directly to the lid as specified.

All tank welds and equipment inside the tanks shall be smooth so fish are not harmed during transport or release. All welds shall be water tight on top, sides, and bottom so water is not lost during transport or between the inner and outer skin.

Fish Discharge System Each compartment will have its own rear discharge, three (3) total, with an 8” watertight knife valve at the rear of the tank. Each compartment will have a sloped inner sub floor to the point of discharge. Forward and middle compartments will have an inner slide gate at the point of discharge. Each 8” knife valve will have an 8” Ring-Lock hose fitting adapted to a 6” Ring-Lock with a dust cap per valve. Reducer will be offset to one side of the circumference.

Each compartment will have a 2” drain/fill ball valve at the bottom near the discharge ports to drain tanks completely of water. A 2” drain/fill ball valve near the top of each compartment shall be installed when tempering needs to occur.

Oxygen System Oxygen distribution lines shall run oxygen from one (1) oxygen tank, located vertically in a storage rack in front of the forward most compartment. The storage rack will hold three (3) K bottles of compressed oxygen, one (1) in use, and two (2) spares. The storage rack shall be constructed to hold three (3) K bottles in a vertical position with adequate security.

Oxygen line shall have a regulator connected to the K bottle in use running to a manifold. The manifold shall have one (1) oxygen flow meter per compartment, three (3) total (1/4 to 7 L/min). Each flow meter shall feed two (2) 24” Point Four TM Solid Bar Air Diffusers per compartment, recessed under sloped floor of each compartment. Oxygen lines shall be of stainless steel construction and safely secured so no damage can occur. Each oxygen line to each diffuser, six (6) total, shall have a ¼” ball valve as a shutoff.

Aeration Each compartment on either side of the bulkhead shall have two (2) 4” aluminum AV300 air vents with floating ball check valves to provide adequate cross flow ventilation.

Each compartment on either side of the bulkhead shall have two (2) 12 volt Fresh Flow Model TT Aerators. Each aerator will be wired from side of aerator switch to the cab of the truck to a green buzzer/light to give both visual and audible warning to the driver if the system fails and a visual “on” light when in normal operation. System shall include a manual toggle cutout switch to disable system when not in use.

Electrical System Electrical system shall include six (6) watertight type switches, one (1) switch per aerator, housed in weather tight control box. Power source from battery to aerators with a 100 amp breaker in the battery box. All wiring from the power source shall be a minimum of 6 gauge. Switches shall be of adequate construction to supply continuous power to aerators (11.3 amps per unit with 15 amp auto reset breaker per unit).

Install on the oxygen manifold, one (1) pressure switch. Switch shall be wired in the cab to a red buzz/light to provide both visual and audible warning to the driver of low flow or lack of oxygen pressure in the manifold. System shall include a manual toggle cutout switch to disable system when not in use.

Install on each aerator an 18 gauge wire to be run from the downstream side of the aerator switch, to the cab, to a green buzz/light to show operation of each aerator to give both visual and audible warning to the driver if system fails and visual “on” light when in normal operation mode. System shall include a manual toggle cutout switch to disable system when not in use.

All marker lights on flatbed are to be 12 volt DC LED. Lights shall be installed and secured in compliance with DOT requirements and shall be installed in a manner acceptable to the truck manufacturer’s wiring harness.

Steel Flatbed Steel flatbed shall be constructed at a length of 20’. The flatbed will be mounted to the chassis of the truck then the tank will be mounted to the flatbed. There shall be access ladders on both sides at the front of the flatbed with a full rear step bumper. There shall be a full bangboard behind the cab.
