PERFORMANCE WORK

STATEMENT FOR

SNOW/ICE REMOVAL SERVICES

Lincoln Airport for

Offutt Air Force Base, Nebraska

2021-2022

PERFORMANCE WORK STATEMENT

FOR

SNOW/ICE REMOVAL SERVICES

1. DESCRIPTION OF SERVICES. The Contractor shall provide all personnel, tools, labor, equipment, supervision, and other items required to perform snow and ice removal services of airfield and parking lot pavements located at Lincoln Airport (LNK). There is an estimated

370k SY of pavements to be maintained.

The Government will furnish Airfield Snow Removal Equipment to be used on the Aviation

Areas as outlined in Appendix C.

See Appendix A for a complete listing of distances and areas categorized by priority level.

1.1. BASIC SERVICES. The contractor shall remove snow and ice from all airfield and parking lots as identified in Appendix B.

1.2. Snow, ice, and slush shall be removed as expeditiously as practicable. The contractor shall maintain taxiways and parking aprons in a "no worse than wet" (i.e., no contaminant accumulation) condition.

1.3. Ensure that snow and ice is removed from all pavement areas in the Lease area.

1.4. Snow shall not be piled on pavement or non-paved areas in the Airfield Restricted Area (as defined in the Lease). Unless noted in Appendix B.

1.5. Snow may be piled on pavement or non-paved areas outside the Airfield Restricted Area, such as parking lots, as annotated in Appendix B. All piles shall maintain a minimum of 200’ offset from an Active Centerline, minimum 50’ offset from any fence or barricade, and shall not be greater than 15’ in height. All piles shall be hauled to a non-paved location (tbd, less than 1 mile one-way haul) within 3 days of last ¼” of snowfall per event.

1.6. Anti-icing/Deicing Products Storage. Anti-icing/deicing products shall be stored in an enclosed shelter, if possible. Liquid ice-control products stored in tanks shall comply with AFI 32-

7001, Environmental Management. Potassium acetate product should be stored in polyethylene or stainless-steel tanks. Use of potassium acetate as an anti-icing agent is recommended.

1.7. The contractor shall minimize the use of glycol-based products. Urea-based Anti-icing/deicing products shall not be used. The contractor shall rely on alternative materials that are safer for the environment, such as potassium acetate, sodium formate, and sodium acetate. The contractor shall ensure potassium acetate is used as recommended by the manufacturer.

1.8. The contractor shall prevent ice build-up on tracks for airfield gates and maintain fully functioning and operations use of gates.

1.9. Rock Salt and liquid deicer may be used in vehicle parking only.

2.7.2. Levels of Frequency

2.7.2.1. Maintain continuous mission capability by removing snow and ice from airfield and base pavements. The contractor shall ensure the capability of safe movement of aircraft and vehicles during inclement winter weather.

2.7.2.2. A warning notification will be given by Offutt AFB Weather (402-294-3459) when a snow and ice event is forecasted. If a warning notification is not provided by Offutt AFB Weather, and the contractor discovers potential weather, the contractor shall notify the COR prior to reporting.

Contractor shall be on location, in standby status, a minimum of three (3) hours prior to projected snowfall. If snow fall is unanticipated due to defective forecasts, the contractor shall report within one (1) hour of notice. Offutt AFB Airfield Management (402-294-3240) will make the final determination and request Snow Removal Operations to begin. Removal Operations shall begin immediately following the first ¼” of accumulation on the Airfield. Begin snow and ice control operations removal just prior to, or at the onset of, snowfall or icing conditions to provide continuous bare pavement. Complete removal must be accomplished within three (3) hours of the last ¼” of snowfall for the Aviation Areas as defined in para 2.7.2.2.1.

2.7.2.2.1. Priority shall be given to the Aviation Area as outlined in Appendix B. Removal shall start at the South end of the Lincoln Offutt Ramp (Parking Spots 15-18), moving North (Parking

Spots 1-14). Then the taxi lane to Hangars 956 & 957 shall be cleared.

2.7.2.2.2. Sidewalks and POV Parking Lots (Non-Aviation Areas) shall be cleared to allow no more than ½" maximum accumulation of snow and must be kept clear of any ice accumulation.

Removal Operations must begin immediately following the first ¼” of accumulation with complete removal within twenty-four (24) hours of the last ¼” of snowfall. Clear a two lane driving path through all the Non-Aviation areas within twelve (12) hours of the first ¼” of snowfall.

2.7.2.3 Recurrence of snowfall: In the event of snowfall recurring within 24 hours of the first ¼” of snowfall, the contractor shall begin clearing Priority 1 areas immediately and follow the normal snow removal schedule from that point on. In the event of a continuous snowfall, the contractor shall keep Priority 1 areas clear, as well as working to clear Priority 2 areas.

2.7.2.4 SANDING/DE-ICING. The contractor shall immediately apply/re-apply sand/salt mixture, de-icer to mitigate ice resulting in providing secure footing and/or safe driving conditions by the snow removal operation. Liquid deicer shall be provided by the Government.

The contractor shall provide all sand/salt. Any sand/salt applied shall be submitted to the

Contracting Officer Representative (COR) for approval before use. Contractor shall fully remove and dispose of excess accumulations of sand at the conclusion of each snow season.

2.7.2.5 PARKING LOTS. Parking lots shall be sufficiently cleared to allow use of a minimum of

80 percent of open, vehicle free, parking spaces. For safety and efficiency of clearing, it is recommended that parking lot snow piles be removed from lots during the hours of 4:30 PM-7:00

AM Mon-Fri and anytime Sat-Sun.

2.7.2.6 SNOW HAULING. Snow hauling shall begin within 24 hours after the snow event at a minimum; contractor shall provide written report, within two days following the end of a weather event, to COR daily showing what snow piles/berms have been removed/hauled. For safety and efficiency of clearing, it is recommended that parking lots be hauled during the hours of 4:30 PM-

7:00 AM Mon-Fri and anytime Sat-Sun.

2.7.2.7 DAMAGE. The contractor shall inspect all equipment and report any damage to the COR prior to starting a snow event. The Contractor shall be responsible for any damage to privately owned property and government owned property caused by Contractor personnel or equipment during de-icing/plowing/removal/etc operations. The Contractor shall immediately notify the COR of any such damage. The Contractor shall also be responsible for repairs to, or replacement of, any government property damaged by Contractor personnel or equipment during the performance of this contract (i.e. curbs, signs, fire hydrants, landscaping, vegetation including trees, etc.). The contractor shall submit their plan to repair damaged property by April 15th each year and all repairs must be completed by July 15th of each year. All repairs methods and materials are subject to the approval of the COR. The contractor shall repair broken curbs by saw cutting, removing, dowelling and replacing damaged section of curb and gutter. All repairs shall meet industry standards and items replaced shall be a like item to the damaged property.

2.7.2.7.1 Any damage to items such as Personally Owned Vehicles (POVs) or other personal items shall be replaced or repaired within seven (7) calendar days.

2.7.2.8 OBSTACLES. The Contractor shall be responsible for notifying the COR in the event that an obstacle (i.e. vehicle) restricts the accomplishment or completion of the requirements of this contract. During normal base duty day operating hours (Monday-Friday 7:30 AM-4:30 PM), the Contractor shall contact the COR. During non-duty hours (including weekends and holidays) the Contractor shall contact the Offutt-Lincoln Command Center, and provide a written report

(email/fax is acceptable) to the COR of the incident on the next normal duty day for the base.

2. SERVICE SUMMARY. The contractor service requirements are summarized

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

See Appendix C

4. GENERAL INFORMATION.

4.1 QUALITY CONTROL. The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices.

Develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Service Summary. The contractor shall provide the government with a specific quality control inspector/project manager to notify in case of customer complaints.

The contractor shall provide designation letter with name and contact information of the quality control manager to the CO and COR within three business days of award.

4.1. HOURS OF OPERATION. The Contractor shall be responsible for establishing and manning a 24 hour customer complaint hotline.

4.2. SECURITY REQUIREMENTS.

4.2.1. PASSES AND ID’S. Contractor personnel must apply for a Base Identification Card to be carried while on-site. Within 10 days of award, the contractor shall provide a list of personnel requiring base access. All Government properties (identification cards, restricted area badges) must be returned within 24 hours after employment is terminated. It is the responsibility of the contractor to retrieve, turn-in, or report any loss or misuse of such items to the Base Pass and

Identification office.

4.2.2. WORK IN CONTROLLED/SECURED AREAS. Personnel requiring more than periodic access to restricted areas must have a government paid and provided National Agency

Check I.A.W. DOD 5200.2-R/205-32, chapter 3-612.1. The contractor shall submit the required information for all full time employees to receive favorable National Agency Check

Investigations, whom require access to secured areas. This information shall be submitted to the

COR in writing. The COR and Civil Engineer Security Manager will provide assistance in the preparation of the required security forms. The sponsoring agency must insure the appropriate investigations have been completed prior to contractor personnel entering a restricted area. After the National Agency Checks are completed, employees will be issued a USAF Restricted Area

Badge. All restricted area badges shall be returned to the issuing agency upon termination of employment of employees, of contract, or access is no longer required into restricted areas. The contractor shall be responsible for pre-announcing workers into controlled secured areas. Pre-announcement is made through the controlled area monitor of the owning/using unit. Currently the only area requiring restricted area badges is the Munitions Storage Area.

4.5 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE

NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT

COMMANDER. According to DFARS 252.237-7024, Notice of Continuation of Essential

Contractor Services, unless otherwise directed by an authorized government representative, it is determined that snow/ice removal services are required under this PWS are essential to be performed during a crisis.

4.6 BILLING. The contractor shall bill snow removal based on the day of arrival until 24 hours following the last snow fall. The contractor shall bill snow haul based on number of truckloads used to remove snow. Truckloads must be at a minimum of 80% full, with the exception of the last truckload. The contractor shall provide a written report to the COR within two days of a weather event that includes the start time and end time of each session, and the number of truck loads.

GOVERNMENT PROPERTY/SERVICES/EQUIPMENT

VEHICLE MANAGEMENT AND MAINTENANCE: Vehicle/vehicular equipment fleet consists of approximately fourteen (14) Air Force owned vehicles. 55 LRS is responsible for vehicle management/maintenance of Air Force owned vehicles. Contractor shall be required to pay for all accident and damage to the vehicle/equipment that is not attributed to fair wear and tear, which will be determined by the Vehicle Fleet Manager. Contractor shall be required to perform all operator/user required inspections and maintenance identified in AFPD 24-3, AFI 24-302, AFMAN 24-306, Tech Order 36-1-191 and all other publications and supplements required.

Vehicle Management: Contractor shall appoint a Vehicle Control Officer (VCO) to act as single point of contact responsible for management of all registered/serial numbered vehicle and equipment items.

Accident and Abuse Program: Contractor shall be liable for costs to repair USAF owned vehicles damaged by incidents, accidents, and abuse. Contractor shall notify LRS office within 24 hours or next duty day when vehicles listed in Table C1 are involved in an accident or has incurred suspected abuse damage (see para 2.7.2.7).

GOVERNMENT PROVIDED FUEL: The Government shall provide all fuel for Equipment listed in Tables C1 and C2.
