About this file
This justification document supports a solicitation by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 for 7810--36C24123Q1117 Mobile Ultima Cardio2. The justification seeks to limit competition to a single source for the acquisition of mobile ultrasounds below the simplified acquisition threshold up to the simplified acquisition threshold effective date due to lack of adequate competition and urgent and compelling circumstances. It cites the need to replace expired cardiac ultrasound equipment on an urgent timeline in order to continue providing quality care to veterans, and finds that delaying the procurement would have an adverse impact on clinical operations and patient care.

2237 # 689-23-3-7821-0150.
Description of Action: The requested Ultima CardiO2 gas exchange analysis system pairs two superior technologies to produce one singularly powerful solution. The Ultima CardiO2 system combines our leading gas exchange technology with the premier Mortara ECG. A single software platform seamlessly controls both the gas exchange and ECG components. The result is an all-in-one, easy-to-use, metabolic stress testing system.
2. Description of Supplies or Services:
The estimated value of the proposed action is $
The equipment being requested is a Mobile Ultima Cardio2 System & associated accessories. Training is also included. No substitutes allowed.
3. Authority:

4. Rationale/explanation to support cited authority:
The required Mobile Ultima Cardio2 System is the only item that can meet this procurement. The required features are detailed below:
Unique System Design
The Ultima system’s all-in-one design allows for maximum testing comfort for the technician and the patient while utilizing the latest technology for unparalleled performance and reliability.
Full adjustable desktop allows for expansive personal workspace whether the technologist is sitting for standing.
Room-to-room portability with gas tanks.
Scheduler allows for automatic warm-up so the system is always ready for testing.
Test Specific Quick Calibration
The calibration tower allows for simplified gas calibration based on the test being performed (pulmonary function or metabolic) without compromising accuracy of test results and lab efficiency.
Proprietary Breath-by-Breath Testing Method
Offers superior breath measurement during both rest and exercise. Our preVent® flow sensor offers numerous advantages over other flow devices. The preVent is small, lightweight and comfortable. It can be either cleaned or discarded between patients yet meets all ATS/ERS requirements for accuracy.
12-Lead ECG is Powered by Mortara Instrument, Inc.
Mortara is the world leader in ECG technology. The Mortara system provides automated options, such as automatic arrhythmia detection and event marking to simplify test interpretation. An optional wireless ECG provides freedom for the patient and eliminates interference caused by traditional cable movement— producing a cleaner, higher-quality tracing.
Simplified Testing and Data Interpretation
Easy calibration process requires only one flow calibration per day and one automated gas calibration before each test.
preVent® flow sensor and preVent® face mask are comfortable and lightweight.
ATS/ERS STANDARDS AND GUIDELINES COMPLIANT
Comprehensive set of measurements for Lung Volumes, Spirometry & Diffusion
The operating system of the Mobiloe Ultima allows a seamless transition for interfacing amongst the prexisting systems at VAMC West Haven. As a result, no other branded equipment will meet this requirement. If another make/model equipment were to attempted to be verifired it would cost in the tens of thousands in additional system downtime, configurations management, and training costs which is not foreseeable at this time. Therefore no subsitutions will be allowed for this procurement.
