About this file

This Limited Sources Justification document details a Department of Veterans Affairs (VA) procurement for Amtagvi (Lifileucel), an FDA-approved tumor-infiltrating lymphocyte (TIL) therapy for treating certain types of cancer. The VA Network Contracting Office 08 in Tampa, Florida is placing a delivery order against Federal Supply Schedule Contract Number 36F79724D0206 with Iovance Biotherapeutics Manufacturing, LLC for an estimated $393,365.83. The period of performance is January 5, 2026 through April 4, 2026.

The justification highlights that Amtagvi is the only FDA-approved TIL therapy developed exclusively by Iovance Biotherapeutics, with no clinically equivalent alternatives available. Market research conducted through various federal procurement systems confirmed Iovance as the sole contractor on the relevant schedule. The VA plans to continue monitoring for emerging suppliers and alternative therapies in future acquisitions, with the goal of potentially expanding competition if clinically equivalent products become available.
