About this file

This document is a Justification for Limiting Sources (LSJ) prepared under GSAR 538.7104-3 for a Federal Supply Schedule delivery order.

The Department of Veterans Affairs, Network Contracting Office 07, supporting VISN 07 Birmingham VA Health Care System, intends to award a fixed price delivery order to Philips North America LLC (located at 22100 Bothell Everett Hwy, Bothell, WA 98021) against FSS Contract Number VA797H-17-D-0022. The requirement includes two Philips X8-2t Transesophageal Echocardiography (TEE) Transducers supporting advanced adult imaging with xMATRIX and PureWave technology, two S8-3t TEE Transducers providing adult and pediatric imaging capability down to 2.5 kg, and a CVx/CVxi Upgrade Education Package consisting of one day onsite clinical support plus one day Level 2 offsite tuition and travel. The estimated value of the proposed action is redacted in the document. The contracting officer justified the sole-source limitation by certifying that only one source is capable of providing the supplies at the required level of quality because the supplies are unique or highly specialized. Specifically, Philips North America LLC is identified as the sole manufacturer and distributor of the required TEE probes, with no other company's products currently compatible with existing VA equipment. The determination satisfies GSAR 538.7104-3 requirements, and FAR 6.303 written justification requirements do not apply to Federal Supply Schedule orders. The document was digitally signed by Jacob A. Tackett, Contracting Officer, on August 11, 2026.
