Limited Sources Justification for GSA Federal Supply Schedule Order
This is a Limited Sources Justification document for a Department of Veterans Affairs (VA) acquisition conducted under FAR Part 8.405-6. The Department of Veterans Affairs, New Orleans Contracting Office 16 (located at 1515 Poydras Street, New Orleans, LA 70112) seeks to award a six-month bridge follow-on contract for Unarmed Security Guard Services to COGAR GROUP, LTD., THE (12184 Arnot LN, Bristow, VA 20136) against existing GSA Federal Supply Schedule Contract Number GS-07F-0625X. The estimated contract value is $875,602.48. The requirement involves providing security guard services across eight Southeast Louisiana Veterans Health Care System (SLVHCS) facilities at 2400 Canal Street, New Orleans, LA 70119, including monitoring access points, patrolling designated areas, responding to incidents, and maintaining a visible security presence across facilities with varying hours of operation.
The justification is based on FAR 8.405-6(a)(1)(A)—an urgent and compelling need exists, and following standard ordering procedures would result in unacceptable delays. The current contract expires May 31, 2026, and any interruption in security coverage would create unacceptable risks to patient care, staff safety, and facility operations. The bridge period allows sufficient time to finalize a competitive procurement package and ensure orderly transition. Market research conducted at the beginning of fiscal year 26 identified multiple capable service-disabled veteran-owned small business security providers within the region that will be included in the follow-on competitive solicitation. The justification was signed by Joshua Anderson (Physical Security Officer, SLVHCS, VA Police) on 5/27/2026, with contracting officer certification by Veronica Maskell and one-level approval by Luke E. Miles on 5/28/2026.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. (CHECK THE APPLICABLE AUTHORITY BELOW AND COMPLETE)
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:
This service is essential to meet the operational needs of the medical facility. Maintaining continuity of services and ensure that patient care, administrative operations, and mission critical activities are not disrupted. Any interruption in coverage would create unacceptable risks to the safety of individuals and operational integrity of the medical center. There is insufficient time to compete the required services before expiration of the existing contract.
The bridge period allows sufficient time to finalize the competitive procurement package, conduct market engagement, and ensure an orderly transition without compromising patient and staff safety. Failure to award a bridge contract would result in immediate degradation of security posture, violation of VA policy for facility protection, and potential harm to personnel and assets.
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.
FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing

(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
The current contractor is currently providing the requested unarmed security guards services at a high level for the Southeast Louisiana Veterans Health Care System in New Orleans, La.
The prices were based on the established GSA contract price which has already been determined to be fair and reasonable.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Recent market research indicates that multiple capable service-disabled veteran owned small business security providers exist within the region. These sources will be included in the competitive solicitation. Due to the urgent need to avoid a lapse in services, the bridge action must be limited in scope and duration. All market research was conducted in accordance with the VA regulations. The urgent request is for the purpose of time and efficiency of use of this particular contract, and all original market research was conducted at the beginning of the fiscal year 26.
(7) Any Other Facts Supporting the Justification:
The current contractor is established and currently working at the facility and the time it would take to get a new contract established and security guards up to speed on the operations would hinder the function of the contract and safety of the Veterans and VA staff. The estimated period of performance for the bridge contract is six months. This action is strictly temporary and non-recurring. Funding is available and will be obligated at the time of award.
No known or anticipated conflicts of interest exist.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
The urgency driving this bridge action is the only factor preventing full competition. The follow-on requirement will be competed once the acquisition package is finalized. The VA service is actively developing the procurement package to ensure competition for the follow-on award. Adequate lead time has been incorporated into the acquisition schedule to prevent future urgent sole-source actions.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
