FAR PART 8.405-6
Acquisition Plan Action ID:__36C245-20-AP-1386_
(1) Contracting Activity: Department of Veterans Affairs, VISN 05, 512 Medical Center, has a requirement being processed by Network Contracting Office 05 suing 512-20-2-641-0164.
(2) Description of Action: This acquisition is conducted under the authority of the Multiple- Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501). The Baltimore VAMC has a requirement for Facility Planning, Engineering and Construction Management services. To acquire these services the VA intents to award a single award BPA using limited sources due to the urgent nature of this need. While there is a current urgent need to support COVID-19, it is anticipated that the VA might have additional requirements to support COVID-19 planning and construction projects. All requirements which are generated to support COVID-19 are urgent and compelling as any delay in acquiring these supplies and services can lead to a reduced ability to support COVID patients and therefore lead to unnecessary lost of life. As it is known and any future COVID requirement would be issued as a limited source action, awarding one BPA to support all future requirements is the most prudent course of action to expedite work needed to support the VA’s response to the virus.
Order against: FSS Contract Number: ____GS-00F-165GA________________
Name of Proposed Contractor: Veterans Professional Services, LLC.
Street Address: 310 Cone Branch Dr.
City, State, Zip: Middletown, MD 21769
Phone: 267-784-0070
(3) Description of Supplies or Services:
The estimated value of the proposed first task order is $ for the first 120 day, and for the second 120 days if needed. The total value of the awarded BPA shall not exceed $700,000.
The Baltimore VAMC has a requirement for temporary Facility Planning and Construction Management services to support new construction work. These positions were recently approved for the VA to hire additional employees, however, due to the new COVID-19 crisis the VA does not have time to wait for the hiring and on-boarding process to be completed. Because

The construction project is critical to expanding Baltimore’s ability to provide care during this crisis. With the expedited timeline of the construction project it is critical that the VA have the construction management support to monitor and keep the project on-time and without deficiencies. Any delay in the construction project is a delay in supporting COVID- 19 patients.
Due to the nature of the situation surrounding COVID-19, rather than issue one task order off GSA, the Government intends to issue a BPA for all facility planning and construction management support services which might be needed to support a COVID-19 construction project. While the current known need is only for three individuals to support the inpatient isolation rooms, the needs to support COVID-19 change rapidly and the award of the BPA will allow for an expedited award for additional support if the need arises. The BPA will be used only for the support of COVID-19 requirements, as these requirements need to be expedited as soon as they are identified to help save lives.
(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: Any delay in awarding this requirement would be a delay in the construction project needed to increase inpatient capabilities for the VA, and would lead to increased, unnecessary loss of life. Additionally, the selected contractor is a CVE certified SDVOSB and the VA has the statutory authority to award sole sources to SDVOSB’s up to $5 million.
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.
