About this file

This notice seeks to award a sole-source contract to Online Computer Library Center (OCLC) to provide cataloging and interlibrary loan subscriptions for thirteen Army libraries through June 2024. The services include an OCLC cataloging subscription for Army University and WorldShare Interlibrary Loan subscriptions to allow consortium borrowing and lending. The requirement aims to reduce administrative burden for the new Army University Library System consortium by maintaining existing OCLC holdings catalogs and integration with interlibrary loan networks. Responses were due by May 20, 2020, though the notice is not a request for competition but rather an announcement of intent to sole source to the incumbent OCLC given disruption risks and proprietary nature of required services.

Army University Library System (AULS) is a new library consortium consisting of thirteen institutions that requires interlibrary loan and cataloging services. An acquisition analysis indicated that this contract would benefit the consortium by reducing administrative burden.

Eleven out of thirteen TRADOC libraries have their holdings cataloged in OCLC already. Because the Metadata Subscription and Worldshare Interlibrary Loan subscription work together, the cost in time and resources required to switch from OCLC to another cataloging system would be prohibitive.

Furthermore, such a switch would greatly disrupt interlibrary loan and cataloging services and make the consortium less visible to other libraries. The WorldShare ILL Subscription is the product that will allow the ArmyU library consortium to borrow and lend books from other libraries through the world’s largest resource-sharing network. Additionally, if this contract is not awarded, then a contracting action would have to be repeated fourteen times (one for each library) which would be a waste of people-hours.
