About this file
This is a Justification for Limiting Competition document for a bridge contract to provide urinalysis testing services at Fort Meade and Fort Belvoir military medical facilities. The contract will be awarded to Beckman Coulter for a 5-month period from 4/1/2025 to 8/31/2025, serving as a continuation of existing laboratory services while a new comprehensive contract is being finalized. The scope includes microscopy and urine chemistry testing at two locations (Kimbrough Ambulatory Care Center and Kirk Army Health Clinic), with a total of 6 contract line items covering different types of reportable laboratory tests.
The bridge contract is valued at $33,087.50 and will utilize Beckman Coulter Urinalysis IQ 2000 Workcell Analyzers currently in place at both locations. Market research identified three vendors capable of producing urinalysis testing systems, but only Beckman Coulter can ensure continuity using existing equipment. The contract was necessitated by delays in the follow-on contract approval process at the Defense Health Agency, with the previous contract (W91YTZ19P0291) originally awarded on 7/10/2019 through full and open competition. The contract is funded through DHP (Defense Health Program) funds and will maintain critical medical diagnostic testing capabilities during the transition period.

8. Other Facts: The previous contract W91YTZ19P0291 was awarded on 10 July 2019 using full and open competition. The requirements package for the follow-on contract was delayed several months by Defense Health Agency (DHA) with new requirements for the approval of DHA Form 67 titled DHA Service Contract Approval Request (DSCAR) forms for any contract. This new process with extended approval timelines caused the delay of the contract file for the follow-on contract and caused the need for this bridge contract.
