About this file

This document is a Memorandum for Record justifying limited competition for polysomnography equipment for the Reynolds Army Health Clinic (RAHC) at Fort Sill, Oklahoma. The Medical Readiness Contracting Office-West intends to award a sole-source, firm fixed-price contract to Nihon Kohden America, LLC for equipment to expand the sleep study facility from five to six rooms. Market research confirmed no small businesses or alternative vendors can provide the required equipment, which must be compatible with existing government-owned systems. The contract is valued at an undisclosed amount, will be funded by FY25 funds, and is planned for award on or about 13 August 2025, using Federal Acquisition Regulation (FAR) 13.106-1(b)(1) authority for purchases not exceeding the simplified acquisition threshold.
