Summary

This is a Memorandum for Record justifying limited competition for a sole-source contract under the simplified acquisition threshold. The Fort Hood Health Contracting Branch seeks veterinary surgical services for Military Working Dog (MWD) Llouisiana, stationed at Edwards Air Force Base, California. The required service is total hip replacement surgery for the dog's second hip, following a previous hip replacement performed in June 2025. The estimated contract value is $18,575.00, with a fixed-price contract type. VCA Animal Specialty Group (Cage Code: 12YL3), located at 4641 Colorado Boulevard, Los Angeles, California 90039, is the sole proposed contractor. A verbal order to proceed was issued on December 8, 2025, with Purchase Request Number PR 0012375937 received on December 9, 2025. The contracting activity is the Fort Hood Veterinary Center of the Public Health Command at Carl R. Darnall Army Medical Center, Fort Hood, Texas.

The justification cites FAR 13.106-1(b)(1) authority for limiting competition, asserting that VCA Animal Specialty Group is the only veterinarian specializing in canine hip replacements located near the MWD's military station. Market research confirmed that the required service is unavailable on GSA Federal Supply Schedule or through small businesses in NAICS code 541940. The government invested substantially in training Llouisiana to perform critical military tasks including explosive detection, narcotics alerts, and search and rescue operations. The contracting officer certified fair and reasonable pricing based on historical prices and approved the sole-source justification on January 14, 2026, subject to FY26 funding availability.
