About this file
This is a Memorandum for Record justifying a non-competitive procurement action at or below the Simplified Acquisition Threshold (SAT).
The 1st Infantry Division's H2F (Holistic Health and Fitness) program at Fort Riley is procuring a complete set of Sorinex commercial strength-training equipment valued at or below the SAT through MICC-Ft Riley. The requirement, categorized as a new, brand-name procurement using a fixed-price purchase order, is funded by FY26 Operations & Maintenance, Army (OMA) allocations. The sole contractor is Sorinex Exercise Equipment, Inc., located in Lexington, South Carolina. The equipment includes Diamond Trap/Hex Bars (18 total units across brigades), Landmine Rack Attachments (14 units), Recon Lite Bumper Plates in three weight variants (48 units total), Chain Sets, Adjustable Urethane Utility Pins, Glute Ham Rollers with storage, XL Series Half Racks, Recon Adjustable Benches, Black Dacron Battle Ropes, Landmine Home Bases, Single Bar Storage units, Roller Pads, and Hex Dumbbells ranging from 5 to 70 pounds (29 total units). Delivery is required 30 days after order receipt.
The justification for sole-source procurement centers on absolute physical interoperability with existing Sorinex infrastructure already fielded across the three brigades (1BCT, 2BCT, and DSB). The Contracting Officer determined that competing brands such as Rogue Monster or Hammer Strength HD utilize incompatible tubing dimensions, corner radii, and pin alignments that would create dangerous mechanical mismatches, warranty voidance, and component failure risks under heavy eccentric loads. Market research conducted from August 1-15, 2026 confirmed that alternative manufacturers cannot modify their equipment to interface with existing Sorinex uprights, particularly regarding landmine pin dimensions and bumper plate compound specifications required for high-volume military operations. The procurement is authorized under FAR 12.102(a) for commercial acquisitions at or below SAT, with no public posting required. The Contracting Officer certified the action as fair and reasonable based on prior Sorinex contract pricing and vendor quote analysis.

Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold
1. Requiring Activity: 1st Infantry Division (1ID), H2F, FT Riley
2. Contracting Activity: MICC-Ft Riley
3. Description of Action: The action is to procure a complete set of Sorinex commercial strength-training equipment required to support brigade-level Holistic Health and Fitness (H2F) operations across 1BCT, 2BCT, and DSB. The requirement includes Diamond Trap/Hex Bars, Landmine Rack Attachments, Off-Grid Landmine Attachments, Recon Lite Bumper Plates in 45 lb, 25 lb, and 10 lb variants, Chain Sets, Adjustable Urethane Utility Pins, Glute Ham Roller 10-packs with storage, XL Series Half Racks, Recon Adjustable Benches, Black Dacron Battle Ropes, Landmine Home Bases, Single Bar Storage units, Roller Pads, and Hex Dumbbells ranging from 5 to 70 pounds. These items are necessary to maintain compatibility with existing Sorinex rack systems already fielded across 1ID H2F facilities and to support standardized strength, conditioning, and rehabilitation operations across multiple brigades.
Nature of Requirement: New Follow-on Existing Requirement
Brand Name: Yes No
Contract Vehicle: Purchase Order
Blanket Purchase Agreement (BPA) Order/BPA against FSS Contract #______________________ Order against multiple award IDIQ Contract Order against a single award IDC Contract Modification to existing PO/TO/DO/Call Order
Pricing/Contract Type: Fixed Price Cost Reimbursable
Funds: FY: _FY26_______ Operations & Maintenance, Army (OMA) (FY26 WHC Allocation) Other Funds:
Name of Proposed Contractor(s) and Address:
Sorinex Exercise Equipment, Inc.
Street Address: 193 Litton Drive City, State, Zip: Lexington, SC 29073 Country: United States Phone:
proprietary 3” x 3” 11-gauge steel tubes featuring a 4-way laser-cut 1-inch hole matrix.
Mechanical Mismatch: Competing brands (such as Rogue Monster or Hammer Strength HD) utilize divergent tubing dimensions, altered corner radii, and different pin alignments. Forcing third-party attachments or racks into this footprint means components will not fit, or they will introduce dangerous mechanical slop , frame wobbling, and rapid powder-coat stripping that causes premature rust.
Voided Warranties & Component Failure: Mixing non-Sorinex pins, landmines, or structural benches within an authentic Sorinex base matrix completely voids the original manufacturer's structural safety engineering warranty. Under heavy eccentric loads, this mismatch creates an unacceptable failure risk and physical hazard to soldiers.
7. Publicizing Contract Actions:
a. The public display and synopsis requirements of FAR 5.101(a) and FAR 5.101(d) do not apply, less than $20K threshold apply and will be followed do not apply due to an exception at FAR 5.101(b)(1)( )
b. Requirement to post justification in accordance with, FAR 12.102(a)(2), GSAM 538.7104-3(a)(3) or FAR 16.507-6(f) unless:
Action is not a brand name restriction and is under SAT, no posting required.
Action is a brand name restriction, under $40K, no posting required.
Action is a brand name restriction over $40K but will not be posted due to the following exception:
FAR 6.301(e) GSAM 538.7104-3(b)(3)(i)(B) FAR 16.507-6(f)(4)
8. Market Research: Meaningful and current market research was conducted from 01 Aug 2026 to 15 Aug 2026 by evaluating alternative equipment lines from commercial manufacturers like Rogue Fitness and Eleiko.
The research determined that while alternative brands produce generic equivalents, none natively interface with our existing Sorinex infrastructure, and none can be modified by third parties to do so. For the specialized items, alternative bumper plates lack the ultra-dense compound formulas required for high-volume military drops, and alternative landmines use non-matching pin dimensions that will not lock safely into the facility's uprights.
