Memorandum for Record – Limiting Competition at or Below Simplified Acquisition Threshold
This is a justification document from the Combat Capabilities Development Command (DevCom), Aviation and Missile Center (AvMC), under contracting activity CCAM-MZB-B, authorizing a brand name procurement of eight (8) HP ZBook Fury G1i 18-inch mobile workstations. Each workstation is configured with NVIDIA RTX PRO 5000 Blackwell 135W (24 GB) GPUs and 2TB PCIe-4x4 2280 NVME SED OPAL2 TLC SSDs, along with a 5-Year CONUS Next Business Day Warranty with Defective Media Retention. The procurement is structured as a new requirement utilizing the ELA/DOD-ESI/CHESS CB 48 contract vehicle with fixed-price terms and is classified as a brand name buy. Market research conducted May-June 2026 determined that only one vendor within the CHESS Consolidated Buy offers the specified HP ZBook Fury G1i configuration meeting the program's technical requirements.
The workstations serve as Vulnerability Investigation, Penetration, and Exploitation Repository (VIPER) kits to replace obsolete 2021-era equipment and enable GPU-accelerated credential cracking and on-device Large Language Model inference for vulnerability analysis and payload development. The justification cites FAR 16.505(a)(4) (Brand Name) as the authority for competition limitation, supported by technical specifications detailing the workstations' performance capabilities, expansive 18.4-inch 4K UHD display, Intel Xeon processor with ECC memory, and robust connectivity. The Contracting Officer certification indicates the anticipated cost to the Government will be fair and reasonable based on competitive pricing. The justification is marked for redaction and posting with the Request for Quote/Solicitation per FAR 8.405-6(b)(3) requirements, as it constitutes a brand name restriction over $25,000 but below the simplified acquisition threshold.

3. Description of Services or Supplies: The Combat Capabilities Development Command (DevCom), Aviation and Missile Center (AvMC), requires the procurement of eight (8) HP ZBook Fury G1i 18-inch mobile workstations equipped with NVIDIA RTX PRO 5000 Blackwell 135W (24 GB) GPUs and 2TB PCIe-4x4 2280 NVME SED OPAL2 TLC SSDs to serve as Vulnerability Investigation, Penetration, and Exploitation Repository (VIPER) kits.
These new workstations replace an obsolete 2021 fleet to enable two critical, air-gapped anchor workloads:
GPU-accelerated credential cracking and on-device Large Language Model (LLM) inference for vulnerability analysis and payload development. The legacy fleet lacks the required high-VRAM discrete GPU and modern compute headroom for these tasks.

Additionally, the procurement includes a 5-Year CONUS Next Business Day Warranty with Defective Media Retention (DMR) (5YR CONUS HP NB Supp NBD B1Y w/DMR).
This 5-year term aligns with the planned operational lifecycle of the kits, ensuring nationwide hardware support directly from the manufacturer for these specialized components.

5. Reasons for Authority Cited:
a. The HP ZBook Fury G1 18-inch mobile workstation is a high-performance, enterprise-grade platform specifically selected to support the demanding cyber threat detection and remediation requirements of the mission. Equipped with the powerful NVIDIA RTX PRO 5000 GPU featuring 24GB of VRAM, and a high-speed 2TB PCIe Gen4 NVMe SSD, the workstation delivers exceptional processing and data throughput capabilities essential for intensive vulnerability assessments and offensive security operations. Its expansive 18.4-inch 4K UHD display enhances analyst productivity by providing a broad visual workspace for simultaneous monitoring of multiple cyber threat data streams. The Intel Xeon processor with ECC memory ensures reliable, error-free computation critical to maintaining data integrity during complex analysis.
Robust connectivity options and advanced cooling technology allow for sustained, mission-critical performance during prolonged engagements. These specifications collectively make the HP ZBook Fury G1 an ideal and future-proofed platform to enable mission of proactively identifying and mitigating cyber vulnerabilities before adversaries can exploit them.
b. After conducting market research of multiple workstations such as the Dell Precision 7730, Lenovo ThinkPad P52, and MSI WS75, the HP ZBook Fury G1 18-inch mobile workstation configured with the NVIDIA RTX PRO 5000 GPU and a 2TB PCIe Gen 4 NVMe SSD stands out as the ideal choice for the cyber threat and analysis program.
The large 18.4-inch 4K display provides ample screen space for detailed data analysis and monitoring multiple information streams. The powerful NVIDIA RTX PRO 5000 graphics card with 24GB of VRAM delivers advanced GPU-accelerated performance, significantly enhancing data visualization and complex analytic workloads.
Equipped with a fast 2TB PCIe Gen 4 NVMe SSD, the system ensures rapid access to large datasets and virtual environments essential for cyber operations. This configuration, combined with robust connectivity options and an advanced cooling system, supports sustained high-performance operation during extended missions.
Additionally, the included 5-year next-business-day support with damage protection ensures reliability and minimal downtime. These features make the HP ZBook Fury G1 the optimal mobile workstation to meet the demanding requirements of the cyber threat and analysis program.
c. Failure to procure the HP ZBook Fury G1 workstations would significantly degrade ability to identify and remediate cyber vulnerabilities on friendly and protected networks.
Furthermore, these VIPER kits will not be placed on the standard Army NIPR network.
Without replacement workstations and this critical hardware support, will be unable to sustain its offensive security operations, vulnerability assessments, and cooperative vulnerability identification efforts at required levels. This reduction in mission-capable assets translates into unassessed networks, unmitigated vulnerabilities, and ultimately, a heightened risk against the very systems is tasked to protect.
