About this file
This document is a justification to limit competition for a sole source award under the Simplified Acquisition Threshold (SAT) to repair the air conditioning (A/C) chiller plants on a Logistics Support Vessel (LSV) for the U.S. Army. The contracting officer determined that Omega Marine Refrigeration LLC was the only firm reasonably capable of satisfying the urgent requirement in the necessary timeframe. Omega Marine Refrigeration LLC was already on site in Oahu supporting previous A/C repairs on other LSV vessels and had the necessary expertise. The contract was awarded to Omega Marine Refrigeration LLC on September 27, 2024 for $98,112.20 to provide personnel, equipment, and services to inspect and repair the A/C chiller plants on the LSV-4 vessel.

Marine Refrigeration LLC would result in additional weeks of equipment downtime in order to access FY25 funding, which would result in an unacceptable period of time USARPAC does not have LVS capabilities for logistics support in the Pacific. In circumstances of unusual and compelling urgency, the contracting officer may limit a procurement to only the firms the contracting officer reasonably believes can properly satisfy the requirement. In this case, Omega Marine Refrigeration LLC is the only firm the contracting officer reasonably believes can properly satisfy the requirement. Omega Marine Refrigeration LLC is on ground in Oahu on 26SEP24 to service the LSV-7 and LSV-8, and intends to stay until all services are complete to include the LSV-4.
8. Other Facts: Omega Marine Refrigeration LLC is currently on contract W912CN24P0044 supporting the LSV-7 A/C repair and previously supported W912CN22P0108 for A/C repairs. Based in Norfolk, VA, Omega is experienced not only with DoD vessels and federal contracts, they are frequently sub-contracted to support these projects. The CEO, John Ayers is a subject-matter expert on air conditioning systems for each model of LSV. Based on the site visits and vendor interactions the Contract Specialist had for award W912CN24P0044, there is a local knowledge gap for these systems on Oahu, and extending competition would not adequately fulfilled the customer’s requirement in time.
9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
10. Contracting Officer Certification/Approval:

Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
