About this file

This document is a Memorandum for Record authorizing limiting competition to a single source for the purchase of customized conference room furniture and installation services under the Simplified Acquisition Threshold.

The requirement is for a set of seven conference tables, including an AV table, side tables, and a large scissoring table, all with cutouts and engineering support for AV hardware. The key reasons cited for limiting competition are the need to maintain uniformity with existing furniture, the custom configuration required to accommodate audiovisual equipment, and the limited availability of suppliers capable of providing the specialized product within the desired timeframe. The contracting officer has determined that the anticipated price is fair and reasonable, and that completing the purchase as a sole source is in the best interest of the government. The total value of the requirement is $200,000, with a delivery timeline of December 2024 to December 2024.

5. Reasons for Authority Cited:

a. The Chief of Staff for USSOUTHCOM issued a directive that all future purchases of furniture must be of the same colors, makeup, and configuration as of the current furniture already in place. Is important to maintain uniformity and interchangeability of the furniture as much as possible. It is essential to the USSOUTHCOM Commander to have parts that can be used to maintain the aesthetics and uniformity throughout the Command facility and in this case the CCA. Using one manufacturer gives USSOUTHCOM the flexibility to realign office configurations to accommodate changes due to growth within the command staff functions.

No local or otherwise company could provide this very specific type of service. Paul Downs was the only source with the available colors and the only entity that provided the unique configuration of the tables we require within the desired time frame.

b. The table will be custom made and configured to accommodate all the audio visual and electronics in the CCA.
