5. Reasons for Authority Cited

The proposed contractor’s equipment will be used for PEO Soldier/PM Survivability/Technical

Management Directorate (PM SSV/TMD) to analyze and processed hard armor protective plates returned from field operations. The systems currently in place are beyond their service life and are no longer supportable. This identified replacement represents a direct plug-and-play replacement with current

TMDs software/hardware architecture. Although this software is not a requirement our current architecture from x-ray to database (hardware/software) is based on the previous systems software using the Xbit/VEO software code, so any other hardware solution may incur significant cost to program/build to ensure compatibility and interoperability with existing architecture. During market research, JTAPIC

PMO found in which some vendors’ products did not meet our specifications (primarily 14”x17” imager size requirement to be able to X-ray size XXL Hard Armor plates and size XXL helmets. After review of all specifications, the only systems that had the current software and met the size imager were all three manufactured by VIDISCO, specifically, the VIDI 17 Lite. Changing to a different system may be possible but it will require software changes, testing, and downtime, thus incurring significant additional cost (estimated cost ~15-30k).

A different system will require changes to existing software and supporting database architecture; this will require a significant amount of additional support from a software coder. Purchasing the system identified will minimize total cost and ensure system continuity.

The current systems (VIDISCO FLAT FOX) were procured in 2007 and are no longer manufactured or supported by the manufacture for maintenance. Any new systems have three critical to be approved for use on Fort Belvoir:

1. They must be supported by the Fort Belvoir Hospital Medical Maintenance shop for annual calibrations and safety checks. (The VidiscoUSA systems are the systems at Fort Belvoir and also in use by local EOD units.)

2. Our current architecture from x-ray to database (hardware/software) is based on the previous systems software using the Xbit/VEO software, so any change would incur significant cost to reprogram/rebuild to ensure compatibility and interoperability.

3. The local vendor (Larsen NDTE) on contract to conduct in-house Level I Radiation certification for all users, annual safety training requirement, and the system training is certified for the

VIDISCO systems.

*These requirements drives the ability to register the X-ray systems with the Post Safety

Office.

In order to obtain certification to operate on the user installation, all x-ray systems must be supported by radiographers at Fort Belvoir hospital. They currently utilize and support the same source, and are thus familiar with its functions, operations, and safety requirements

6. Publicizing Contract Actions

For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at 5.202 __

Action is a brand name restriction, under $25K, no posting required

Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

Action is a brand name restriction over $25K but will not be posted due to exception:

FAR 16.505(a)(4)(iii(C)

7. Market Research

Market Research was conducted by James Mentel, TMD Operations Manager and level II certified radiation safety officer. During initial research, it was discovered that the distributor of the current systems, Delta X-Ray, no longer distributes such systems and did not resubmit. TMD obtained quotes which were provided to the JTAPIC PMO in which some vendors’ products did not meet our specifications (primarily 14”x17” imager size requirement to be able to X-ray size XXL Hard Armor plates and size XXL helmets. After review of all specifications, the only systems that had the required software and met the size imager were all manufactured by VIDISCO, specifically, the VIDI 17 Lite.

This met all requirements without any added features that would not be utilized.
