About this file
This document is a Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold for the U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG), Huachuca Division. The procurement is for Cellwatch Battery Equipment – Battery Management System (BMS) in support of Fort Detrick, Maryland, using Fiscal Year 25 funds with a Firm-Fixed Price contract.
The requirement involves removing existing B-tech monitoring systems from two UPS units with four battery strings each and installing Cellwatch™ monitoring systems. Specific equipment to be installed includes a DCM6-H Master Kit, DCM6-H Control Kit, and two DCM6-H String Kits. The justification for brand-name restriction centers on consistency across systems, technician familiarity, and operational efficiency, as the unit's technicians are already trained on Cellwatch systems. The Period of Performance is from the date of award through 31 December 2025.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited:
6. Publicizing Contract Actions: Requirement to post justification in accordance with FAR 13.105(c). Action is a brand name restriction. It will be redacted and posted with the solicitation.
7. Market Research: Market research analysis is included on accompanying Market Research under Simplified Acquisition Threshold (SAT) document.
8. Other Facts: The unit does not have adequate funding available to conduct the necessary repetitive training to keep pace with the rotation of NETCOM Soldiers who have a location dwell time of three years or less. Soldiers rotating into the ASA-DET unit are only familiar with the Cellwatch brand. Additionally, the unit also does not have adequate funding available to stock spare parts if a unique BMS brand is selected to satisfy this contract.
Cellwatch™ has a proven performance record, combined with operator familiarity and reduced training burden, supports a brand-name justification under FAR 11.105(b) for reasons of standardization, technical superiority, and lifecycle cost efficiency.
The Cellwatch™ Battery Management System (BMS) is the standard of NETCOM and is most commonly used in its facilities. The Cellwatch brand Battery Management System (BMS) is required for the following reasons:
Consistency Across Systems:The existing telecommunications system the unit supports already uses a Cellwatch BMS. By standardizing on the same brand, we ensure uniformity in system design, operation, and maintenance. This consistency reduces the risk of compatibility issues and simplifies integration across systems.
Technician Familiarity:US Army Signal Activity – Fort Detrick (ASA_DET) technicians are already trained and experienced with the Cellwatch system. This familiarity ensures efficient installation, troubleshooting, and ongoing maintenance, minimizing downtime and reducing the learning curve associated with adopting a new and unfamiliar battery management systems
Operational Efficiency:Leveraging the existing knowledge base and expertise with Cellwatch allows us to maintain high operational standards without incurring additional costs for training or risking delays due to unfamiliarity with other BMS types.
Cellwatch will align with the current infrastructure of the unit and will capitalize on the team's existing expertise, ensuring seamless operation and long-term reliability.
