About this file
This is a Memorandum for Record (MFR) justifying a sole-source procurement under the simplified acquisition threshold. The US Army Health Contracting Activity (USAHCA), Medical Readiness Contracting Office West (MRCO-W), Carson/Bliss Health Contracting Branch, is procuring full-service maintenance and repair services for 22 Abbott i-STAT blood analyzer units located at William Beaumont Army Medical Center (WBAMC), Fort Bliss, Texas. The i-STAT analyzers perform blood gas, chemistry, coagulation, and cardiac marker testing to support patient care. The estimated total contract value is $20,228.65 with a period of performance from October 1, 2026, through September 30, 2027. The contract will be executed as a purchase order using fixed-price contracting with funds from Operations & Maintenance, Army (OMA) and Defense Health Program (DHP) for Fiscal Year 2027.
Abbott Point of Care (400 College Road East, Princeton, NJ 08450) is the sole proposed contractor. The justification for sole-source procurement is based on Abbott's exclusive status as the sole manufacturer, distributor, and service provider for the i-STAT system, which is proprietary to Abbott and protected by patents preventing other vendors from providing required services and supplies. Market research confirmed no small businesses can provide these services, and no alternative contract vehicles are available. The contracting officer certifies that the price is fair and reasonable based on historical pricing analysis. Previous contracts for the same requirement include W81K0025PA261 awarded September 24, 2025 ($17,078.28); W81K00-24-P-0146 awarded July 23, 2024 ($23,703.00); and W81K00-21-P-0197 awarded July 21, 2021 ($75,054.00 with base plus two option years). No posting of justification is required as the action is under $150,000 and does not qualify as a brand-name restriction requiring publication.
