Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold
1. Contracting Activity: CCAM-MZB-B
2. Description of Action: The Prototype Integration Facility (PIF) requires a one-year software renewal for JobBOSS2 Software. The government utilized mandatory sources and searched existing Software Agreements through DOD ESI. Research revealed no available sources through GSA, DOD-ESI, or the Army’s CHESS system.
Nature: New Requirement Follow-on Requirement
Contract Vehicle: CHESS or DOD-ESI Contract Vehicle
GSA: BPA
Sole Source Purchase Order
Brand Name Buy: Yes No
3. Description of Services or Supplies: The Prototype Integration Facility (PIF) of the Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), Redstone Arsenal, Alabama requires a subscription to the JobBOSS2 Software provided by the company, ECI Software Solutions, Inc. The following is required for the
PIF:
A quantity of 12 JobBOSS2 platinum user bundle (1 Year); A quantity of seven (7) JobBOSS2 platinum user bundle (1 Year); A quantity of one (1) Simulation Designer Network Subscription Service (1 Year); A quantity of one (1) JobBOSS2 shop floor user pack for ten (10) users (1 Year); A quantity of one (1) JobBOSS2 shop floor user pack for ten (10) users (1 Year).
The software JobBOSS2 provided by the company ECI has been determined to be the only solution that will meet the requirements of the Prototype Integration Facility (PIF) Job Shop. The Job Shop is requiring a system that provides flexibility to meet the PIF needs of productivity and efficiency. JobBOSS2 is compliant to use on government installations and has the necessary information technology (IT) to work on the server restrictions used by the PIF, while other software evaluation required a “cloud” file storage that does not meet government standards. JobBOSS2 has a “Point and Click”, Windows based ability, while other software packages required keyboard input which made data entry more labor intensive for the team. JobBOSS2 has a user changeable dashboard that does not require input or programming from the vendor. Other software systems could only be modified by the vendors which does not line up with the rapid response of the PIF. The JobBOSS2 software incorporates several functions such as scheduling, part ordering, machine availability, operator efficiency, inventory, quality, and data collection into one broad package rather than focusing or providing specific functions. Finally, the JobBOSS2 software can import data directly from Solid Works Computer-Aided Design (CAD) which the PIF uses for drawings, where other software evaluated required data transfer and material input.
4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
Or
FAR 8.405-6(a)(1)(i)(B) and 8.405-6(b)(1)Brand Name FAR 8.405-6(a)(1)(i)(A) Urgency FAR 8.405-6(a)(1)(i)(B) Only One Source is Capable FAR 8.405-6(a)(1)(i)(C) Logical Follow-on
Or
FAR 16.505(b)(2)(i)(B) Only One Awardee is Capable FAR 16.505(a)(4) Brand Name FAR 16.505(b)(2)(i)(A) Urgency FAR 16.505(b)(2)(i)(C) Logical Follow-on FAR 16.505(b)(2)(i)(D) Minimum Guarantee
5. Reasons for Authority Cited:
The PIF utilizes JobBOSS2 to provide a platform for Enterprise Resource Planning (ERP) capabilities as comprehensive support for PIF Internal Manufacturing. JobBOSS2 provides detailed cost reports for materials, labor, overhead, etc. and will provide a “dashboard” type environment allowing centralized visibility to view and access all process phases and stages of project completion. This software will support future PIF Internal projects as well as modify existing projects. JobBOSS2 will provide solutions for Quote Processing, Order Processing (PURS), Scheduling & Shop floor control, Material & Inventory Control, Shipping, and Cost Analysis. JobBOSS2 provides the ability to solve PIF–Internal logistical issues and allows users to oversee every process on each machine by each specific employee during any time period. JobBOSS² will speed up the Rough Orders of Magnitude (ROM) process for PIF Government Project Leads (GPL) by utilizing historical information from prior projects. JobBOSS2 is the best option based on PIF Internal Manufacturing industry knowledge, experience with system and process integration, and due to years of using our existing PIF-Internal processes.
Competition would not have added any value for this requirement as no other software was found to be available to meet the PIF-Internal criteria. Based on market research, JobBOSS2 is the only software that will meet the PIF’s needs. As The PIF grows, non-approval of this J&A would result in failure to meet PIF software requirements and will result in a disruption to cost, schedule, and performance metrics across a multitude of projects. ECI Software Solutions, Inc. is the sole provider for JobBOSS2 as it was developed internally by ECI and the company has no third party integrations / vendors.
