About this file

This document is a Memorandum for Record (MFR) for a sole source contract for repair and preventative maintenance of medical equipment. The US Army Medical Command is seeking an annual maintenance service contract for two Government-owned ABL-90 Flex Plus radiometers located at Bassett Army Community Hospital in Fort Wainwright, Alaska. The contract will be awarded to Radiometer America, Inc., the sole distributor/provider of these devices, for a base period from 1 September 2025 to 31 August 2026, with four additional one-year option periods through 31 August 2030. The total contract value is redacted, and the pricing will be fixed price and cost reimbursable. Funding will come from Operations & Maintenance, Army (OMA) and Defense Health Agency (DHA) funds. Market research indicates no other vendors can provide these essential services for patient testing treatment and care, and a presolicitation notice will be posted on SAM.gov to invite potential capability statements.

7. Market Research: Market Research conducted with the past 12 months is meaningful, complete and current. Market Research was conducted by the customer, as well as by the Contract Specialist, Charis Naito. Market research indicates the service falls within the commercial items definition as it is a service customarily used by the general public.

At this time, there are no known companies that have the ability to provide the required services. This requirement will be sole sourced to Radiometer America, Inc., because market research shows that there are no other vendors capable of providing the required services in accordance with the Performance Work Statement (PWS).

Although the Government intends to make a sole source award to Radiometer America, Inc., a presolicitation notice will be posted on SAM.gov, inviting all responsible sources to submit a capability statement. In addition, we will continue to conduct on-going research of the industry marketplace to determine if there are new entrants into this service arena. Any responsible source may express interest, which shall be considered by the agency.
