GENERAL SERVICES ADMINISTRATION

Public Buildings Service - National Capital Region

Limited Sources Justification

1. Nature and or Description of the Item Being Approved

This work is being solicited by the Facilities Management and Services Programs (FMSP) Division in the Office of Facilities Management. The General Services Administration (GSA) intends to award a modification for Contract 47PM1119F0118 to The Building People, LLC, for ongoing building automation services.

2. Description of Supplies or Services Required

The ongoing building automation services allow for high level monitoring, supervision and building system control from a centralized location. This requirement will facilitate the inclusion of one additional facility, GSA Headquarters at 1800 F St, into the Regional Operations Center (ROC) pilot.

The intended modification is estimated to be and the period of performance is time of award through 9/30/2021. This will allow the Facilities Management and Services Programs to accomplish its mission of supplementing the day to day control of operations of individual building systems, rather than replace the functionality and/or other complexities. Currently there are essential operations underway to create the ROC and integrate nine (9) facilities as part of the proof of concept initiative.

3. Identification or Statutory Authority

Pursuant to the authority of the Multiple-Award Schedule (MAS) Program 41 U.S.C. 152(3); in the interest of economy and efficiency, only one source is capable of providing the services required for the Regional Operation Center (ROC) Pilot Initiative. In accordance with FAR 8.405-6(a)(1)(i)(B) authority is sought to modify the existing contract to incorporate a building (1800F Street) into the

ROC Pilot that is critical to building operations in the National Capital Region (NCR).

4. Demonstration that the Acquisition Requires Use of the Authority Cited

The Building People, LLC. is uniquely qualified to provide these services based upon the following:

NCR OFM is in progress of executing a contract to develop and implement a ROC Pilot. Designed to integrate and aggregate data from multiple building systems into a single-pane-of-glass display, this

Pilot is an integral part of NCR’s smart buildings strategy. The initial requirement was competed and awarded on October 1, 2019. The incumbent contractor is entrenched in meeting the contract deliverables. As this is a Pilot and the foundational infrastructure is not yet complete, it is not in the best interest of the government to have a different contractor responsible for integrating one additional building. The Building People have the current working knowledge of the mechanical, technological, building systems and equipment and is capable of continuing services critical to the

ROC Project without interruption as all the security, training, and clearances are completed and in place.

There is significant risk in having a new vendor address this need and it would result in duplication of cost and effort. In order to ensure the successful implementation of this Pilot Program The Building

People is currently and will be required to collaborate and share their data and analytics using existing

Tridium Niagara Framework until the project is completed. The Building People are able to continue performing services without requiring a startup period and/or the normal learning curve typically encountered by new incoming contractors because systems and procedures are already in place. The extensive information that The Building People have and will need to provide is integral and http://uscode.house.gov/browse.xhtml%3Bjsessionid%3D114A3287C7B3359E597506A31FC855B3 necessary to continuity services.

Additionally, the added expense for competition cannot be quantified given that The Building People have intimate knowledge and expertise of the continued development of highly specialized ongoing building automation. The incumbent vendor is best positioned to add the integration of 1800 F and ensure interoperability with the ROC platform, currently being developed.

5. Description of Efforts to Solicit as Many Offers as Practicable

A notice of intent was posted on beta.SAM.gov on August 6, 2020, as required by FAR Subpart 5.2.

6. Demonstration that the Anticipated Cost will be Fair and Reasonable

The anticipated contract cost for the intended requirement to the government of approximately is considered to be fair and reasonable based on commercial prices and historical data.

7. Description of the Market Survey

A notice of intent was posted on beta.SAM.gov as required by FAR Subpart 5.2. and no challenges were received.

8. List any other facts supporting the use of other than full and open competition

Once the initial ROC platform is fully developed and the work has been accepted, there will be future opportunities for full and open competition. By design, a completed fully functional ROC does not leverage proprietary technology and will facilitate future competition from other vendors as funding becomes available to integrate additional facilities into the platform. Bringing on an additional vendor before the initial contract deliverables are complete, however, would put the government at risk and require additional costs resulting from duplication of efforts.

9. List of Sources that Expressed Interest in the Acquisition

None.

10. Statement of Actions to Overcome Barriers to Competition

The Government will continue to conduct market research to gauge the marketplace capabilities for future requirements in accordance with agency policy and the FAR. The Government will seek competition of future acquisition for these services if there are sources capable of satisfying the

Government’s requirements.
