About this file

This document is a Limited Sources Justification (LSJ) for the Department of Transportation (DOT) Federal Highway Administration's Software Engineering Support (SWES) Blanket Purchase Agreement (BPA) extension. The OCIO seeks to extend the performance period of the existing SWES BPA with 13 awardees by 12 months, from September 20, 2025, to September 19, 2026, to provide continuity of services while a new multiple award BPA is competed.

The SWES BPA is a department-wide award vehicle providing software engineering services across DOT Operating Administrations, including application development, modernization, maintenance, and critical IT system support. Task areas include system development methodology, help desk support, operations and maintenance, Internet of Things, disaster recovery, open source, artificial intelligence/machine learning, future technologies, low-code/no-code development, big data, software development models, and blockchain. The extension allows the government to continue placing orders against existing BPAs while finalizing the new SWES 2.0 BPA, which is anticipated to be awarded in the fourth quarter of FY26 and will be competed as a multiple-award BPA with an eight-year ordering period.

Department of Transportation Federal Highway Administration

IT Acquisition Center of Excellence

LIMITED SOURCES JUSTIFICATION

The Department of Transportation (DOT) makes this Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 8.405-6.

i.) Identification of Agency and Contracting Activity:

Program Office:

DOT

Office of the Secretary (OST) Office of the Chief Information Officer (OCIO) 1200 New Jersey Avenue, SE Washington, D.C. 20590

Contracting Activity:

DOT

Federal Highway Administration (FHWA) Office of Acquisition and Grants Management (HCFA) IT Acquisition Center of Excellence (ACE) 1200 New Jersey Avenue, SE Washington, D.C. 20590 ii.) Nature and/or Description of Action Being Approved:

The OCIO has a need to extend the period of performance of FHWA’s multiple award Software Engineering Support (SWES) Blanket Purchase Agreement (BPA) with 13 awardees by 12 months. The SWES BPA awards being extended are listed in the table below. The period of performance of the extension is from September 20, 2025, to September 19, 2026, for continued software engineering support.

These BPA awards were issued under the General Services Administration’s (GSA) Multiple Award Schedule (MAS) program (the BPA awards and their associated MAS contracts are shown in the table below). The MAS contracts for the SWES BPA awards being extended are active and have ultimate completion dates that are after the end of the extension period (September 19, 2026), with the exception of Syneren Technologies Corp., whose MAS contract ends February 22, 2026. Due to this end date, Syneren Technologies Corp.’s BPA award is being extended until the end date of their MAS contract only. The extensions to these BPA awards are necessary to provide continuity of services while the successor vehicle is competed, and a new multiple BPA is awarded. The SWES re-compete is underway, but the acquisition strategy and approach required further review and discussion with the new Chief Information Officer (CIO) to ensure it aligned with DOT’s current vision for IT.

The extensions of the SWES BPAs will allow the Government to place orders against the existing BPAs while the Government completes the award of the new multiple award Software Engineering Support BPA. The new BPA is anticipated to be awarded within the fourth quarter of FY26.

A Complete Description of Supplies/Services Required to Meet Agency’s Need:

The SWES BPA is a Department-wide award vehicle that provides software engineering services for all Operating Administrations across DOT. The services include application development, modernization and enhancement, application operations and maintenance, and other critical services for DOT IT systems. Call order requests for quotations are competitively issued to the 13 BPA holders, unless an exception applies, and the winning quotation results in the issuance of a call order to the BPA holder that is determined to provide the best value. The SWES task areas and services include the following:

1. System Development Methodology

2. Help Desk Support

3. Operations and Maintenance

4. Internet of Things

5. Application Disaster Recovery

6. Open Source

7. Artificial Intelligence/Machine Learning

8. Future Technologies

9. Low-code/No-Code Development Systems

10. Big Data

11. Software Development Models and Standards

12. Blockchain

The estimated value of the BPA extension is iv.) The Authority and Supporting Rationale:

This justification is made pursuant to FAR 8.405-6(a)(1)(i)(C):

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

The Government’s requirements for SWES necessitates highly specialized contractors that can provide services at a high level of quality from now through the end of the extended period of performance of the following BPAs:

693JJ319A000012

693JJ319A000013

693JJ319A000014

The SWES BPA was awarded as a result of a competitive solicitation and the BPA holders performing the required services at DOT were selected as the best value for the Government.

DOT OCIO oversees the IT systems portfolio for DOT to include access, development, and maintenance of DOT systems and applications. The SWES BPA holders are the only contractors that have knowledge of the standards and of the portfolio enabling them to perform the services within the period of performance referenced in this justification. In the interest of economy and efficiency, it is determined that a logical follow-on extension to the 13 SWES BPA holders is in the best interest of the Government. The SWES BPA holders are capable of properly satisfying DOT requirements due to their demonstrated technical expertise, knowledge of the DOT platforms and systems, and hands-on experience collaborating with critical DOT system owners and Contracting Officer’s Representatives (CORs). The SWES BPA holders have working knowledge of the DOT’s unique requirements for the various DOT Operating Administrations and are the only contractors capable of meeting DOT requirements within the level of quality required and the timeframe identified. No other contractors can obtain this specialized experience unless they have developed these capabilities supporting the DOT enterprise systems.

The SWES BPA holders have the necessary DOT clearances, certifications, training and badging to ensure continuous service. Additionally, their experience with DOT systems positions them to readily perform at the level of quality required on active call orders and any new orders issued during the extension period. Finally, the current SWES vendors have pre-negotiated rates that include discounts well beyond current GSA schedule pricing. It would not be economic nor efficient to bring on new vendors at this time, for a limited 12-month period, that would then require badging, training, and integration into the technical support structure.

The table below shows the current call orders supported by SWES BPA holders under the SWES BPAs across the DOT Operating Administrations. The call orders below include services that support applications, web pages, and mission critical systems, it is anticipated that many of the call orders will be re-competed amongst the SWES BPA holders during the extension period of September 20, 2025, to September 19, 2026.

v.) Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):

The BPA awards listed in Section iv. were awarded against GSA MAS contracts; all rates within the GSA MAS contracts have been determined to be fair and reasonable at the time of MAS contract award. The rates under the BPA were awarded through competition and additional price discounts were requested in accordance with FAR 8.405-4. At the time of award, and when exercising the subsequent option periods, the BPA rates were verified against the underlying GSA MAS. The rates within the BPA were determined to be at or below the GSA MAS and therefore are fair and reasonable. The Government will seek additional rates from SWES Awardees for the period of performance of this extension and the Contracting Officer will review the rates to ensure they are consistent with the underlying GSA Schedule Contract and seek additional price discounts as required by FAR 8.405-4. As such, the continuance of the existing BPAs at fair and reasonable rates represents the best value for the Government.

vi.) Description of the Market Research Conducted Among Schedule Holders and the Results of the Research or a Statement of the Reason Market Research was not Conducted:

Market research will be conducted as part of the new RFQ for the SWES 2.0 recompete. A review of the current BPA vendors has been conducted in accordance with the requirements in FAR 8.405-3. The following review findings are presented below:
