About this file
This document is a Limited Sources Justification (J&A) for a new order issued against GSA Schedule Number GS07F0398V to System High Corporation. The order is for the vendor to disassemble, sort, recycle, shred, and transport for final disposal of IT waste, including computers, hard drives, printers, monitors, keyboards, fax machines, projectors, landline phones, network switches, KVMs, and TVs up to 80 inches. The items must be shredded to 2mm or smaller or smelted as outlined in DAF-2021-01. The J&A justifies the sole-source procurement to System High as the only approved mobile destruct unit available for the destruction of Special Access Program (SAP) IT equipment. The period of performance is 90 days ARO, with a firm-fixed-price structure. The contracting officer determined this order represents the best value consistent with FAR 8.404(d). The estimated cost savings of having the destruction unit on-site is approximately $119,000.

Limited Sources Justification and Approval (J&A)
I. Contracting Activity.
325th Contracting Squadron Bldg 36235, 220 Checkertail Way Tyndall AFB Fl 32403
II. Nature and/or description of the action being processed.
This will be a new order issued against GSA Schedule Number, GS07F0398V.
to System High, Corporation; Period of Performance is 90 days ARO, and Line Items are Firm Fixed Price (FFP)
III. Description of supplies/services required to meet agency needs.
Vendor will disassemble, sort, recycle, shred, and transport for final disposal of IT waste. Items must be shredded to 2mm or smaller OR smelted to certain degrees outlined within DAF-2021-01. Items will be sanitized on site at Tyndall AFB, FL before taken away to be smelted. The equipment include but not limited to computers. hard drives, printers, monitor, keyboards, fax machines, projectors, land line phones, network switches, keyboard video mouse (KVM), up to 80in TVs and Mice.
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
In accordance with FAR 8.405-6(a)(1)(i)(B), “Only one source is capable of responding due to the unique or specialized nature of the work”. System High is the only approved mobile destruct unit available. The service is required for the destruction of Special Access Program (SAP) information Technology (IT) equipment that has served its life cycle or no longer has any value to the US Government IAW DAF 2021-01 and DAF SAP IT SOP Waiver.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
FAR 8.405-2 orders for services requiring a statement of work, FAR 8.405-2(d) requires that an evaluation be performed based on the criteria provided to the schedule contractors. The following criteria was:
Does the Offeror meet technically acceptable mandatory requirements and Does the Offeror meet the delivery requirements? Contracting will perform a price reasonableness determination as part of the best value determination.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Market research supports a sole source procurement to System High as the only vendor providing mobile destruction at the level required for SAP IT equipment.
Limited Sources Justification and Approval (J&A)
VII. Other facts supporting the justification.
Having the destruction unit on-site will save the government TDY and manning cost associated with transporting the equipment, an estimate of about 119k. It also minimizes the exposure of the equipment since it stays in house and no need to worry about transportation, vehicles breaking down, machinery breaking down, etc.
System High provides members that have a MINIMUM of SECRET security clearance which greatly helps in the protection efforts of the equipment, since these people have already been vetted by OPM (Office of Personnel Management). Because of the classification of our items, all pallets will need at a minimum of 2 people to watch it, cradle to grave. That is a daunting task with a 370-acre facility.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
Considering there are no other mobile destruction units (MDUs), there are barriers to competition that we are not able to remove at our level. Contracting and the customer will conduct continuous market research to seek products that are not of a specific brand name to meet our requirements in the future.
