(g) Solicitation number: ________N/A________

(h) Background information about the requirement: This Task Order was competed and awarded in 2021 and provides the U.S. Coast Guard with Information Technology Support Services (ITSS) with a period of performance of 36 months to include one (1) 12 month base period and two (2) 12 month option periods.

These technical support services are required to support the USCG Information Technology (IT) Infrastructure, which includes Desktop Computers, Servers, Messaging, the Department of Defense (DoD) Secret Internet Protocol Router

-classified Internet Protocol Network (CGONE-NIPRNET). ITSS supports Service Operations, including but not limited to, network administration, software and system integration incident resolution, request fulfillment, access management, problem management, system administration, Service Desk, IT operations, and internet/intranet. The Task Order is a Hybrid Task Order that includes Firm Fixed Price (FFP) and Time and Materials (T&M) Contract line items. Support will continue to be accomplished using both Firm Fixed-Price and Time-and-Material Contract Line Items.

(3) Description of Supplies/Services.

The USCG needs to modify the Task Order to remove the Technical Engineer Junior LCAT from Electronic Support Detachment, Elizabeth City, NC and replace with the System Administrator Junior LCAT. The System Administrator Junior LCAT is needed to provide system administration support to include performing all installations, upgrades, recapitalizations, and configuration changes for 15 servers; perform backups and restores on servers as needed; and perform routine maintenance on servers as needed. This LCAT is also needed for after hours and weekend server support. In addition to the system administrator services the LCAT shall provide Tier 2 field support for local CGONE network to include troubleshooting and correcting network outages. The Contractor shall also manage and maintain configuration and documentation of non-networks, infrastructure support and desktop support and maintenance. They shall install, repair, configure and test hardware and peripherals on all computer equipment in use at their respective location, which support of approximately 1800 desktop and laptop computers and 415 printers. This will also include after hours and weekend support. Provide support for over 100 different non-standard software mostly for ALC command. This includes install and troubleshooting as well.

(4) Identification of the justification and the rationale.

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) implemented by the FAR Subpart 6.302-

The USCG wants to modify the Task Order to replace an LCAT with another on the current Task Order. The USCG originally determined the Elizabeth City services could be provided by the Technical Engineer Junior LCAT. During the ensuing solicitation/selection/award of the contract the vendor proposed the Technical Engineer Junior LCAT which the USCG determined was commensurate with the requested Computer Network Support Specialist LCAT. However, during performance it became apparent that this LCAT was not appropriate for the work being done at that location. Although a Technical Engineer Junior LCAT does typically provide server and infrastructure administration, they do not provide server installations and upgrades as required by the Elizabeth City PWS section 16.15.7.1. As such, the more appropriate LCAT for this work is a System Administer Junior. This LCAT installs/configures, operates, and maintains which is the work being performed at that location.

This is a minute change to the overall Task Order and is connected to the overall requirement.

Removing the Elizabeth City Technical Engineer Junior LCAT from the Task Order and then soliciting a separate contract for a System Administrator Junior for the Elizabeth City location is not in the best interests of the USCG. The work has not changed overall and is still part of the overarching Task Order. The only change is the fact that the USCG did not identify the correct LCAT needed to perform the work. The work and the replacement of the LCAT is in scope so no competition for this particulate LCAT is necessary. Therefore, it is in the best interests of the USCG to modify the Task Order with the incumbent to replace the Technical Engineer Junior LCAT with the System Administrator Junior LCAT.

(5) Determination by the ordering activity Contracting Officer that the anticipated order represents the best value consistent with 8.404(d).

The Contracting Officer will determine the anticipated prices fair and reasonable based on comparison with historical prices paid by the Government and comparison with the Independent Government Cost Estimate (IGCE).

(6) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

None was done as the replacement is in scope and the requirements overall have not changed.

The need for the modification is due to the wrong LCAT was initially identified for the work to be conducted at Elizabeth City.

(7) Any other facts supporting the justification.

N/A

(8) A statement of actions, if any, the agency may take to remove or overcome any barriers that preclude the agency from meeting the requirements of 8.405-1 and 8.405-2 before any subsequent acquisition for the supplies or services is made.
