Limited Source Justification

MEMORANDUM TO THE FILE

Subj: LIMITED SOURCE JUSTIFICATION, IN ACCORDANCE WITH (IAW) FAR SUBSECTION 8.405-6(b), ITEMS PECULIAR TO ONE MAUFACTURER

I. BACKGROUND:

1. FAR Subsection 8.405-6(a)(1), states for purchases in excess of the micro-purchase limit and not exceeding the simplified acquisition threshold, an ordering activity must justify its action when restricting consideration, as otherwise required under FAR Subsections 8.405-1, 8.405-2 or 8.405-3.

2. IAW FAR Subsection 8.405-6(b), this memorandum explains the absence of consideration of all otherwise eligible FSS holders for this acquisition, as only one source will be solicited for this requirement and requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

Navy International Programs Office has a NEW requirement for Military Balance Plus (MB+), P/N 19582017-2 manufactured by the International Institute for Strategic Studies (IISS), which is an on-line, open-source, defense database providing update information for 170+ countries: defense equipment, acquisitions, armed forces structure and size, exercise and deployment information and defense economics. It uses seven search engines, three data tools, and a budget forecast to search current and historical data and analysis and export results in Excel. The required delivery date is April 15, 2022.

Required is an unclassified, constantly refreshed database providing data on current international Orders of Battle (both standing force and currently deployed), equipment capabilities and defense budgets; additionally, analyses of international actor security interests, policies and procurement strategies.

By a significant margin, the International Institute for Strategic Studies’ Military

Balance-Plus database best fits this need. Subscription licenses will be issued within one week of contract payment.

Neither Military Balance-Plus, nor any similar database, is available to NIPO through DoD sources.

III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN

COMPETITION IS BASED ON THE FOLLOWING:

ONLY ONE SOURCE IS CAPABLE OF PROVIDING THE SUPPLIES OR SERVICES

REQUIRED AT THE LEVEL OF QUALITY REQUIRED BECAUSE THE SUPPLIES

ORSERVICES ARE UNIQUE OR HGHLY SPECIALIZED.

IISS is the only vendor. Military Balance-Plus is unique in providing the spectrum and depth of information required by NIPO researchers.

Limited Source Justification

Only Jane’s offers a similar (though less topically diverse) information source, but at more than twice the price.

Gill Library offers a lesser product, is only available through special arrangements, and is of undefined cost.

IV. MISSION IMPACT.

Without this tool, NIPO researchers will be unable to quickly and adequately respond to often urgent leadership questions regarding foreign military posture, capabilities and development plans. This may delay timely senior level decision-making, and/or provide an insufficient or inaccurate data base that could skew decisions.

V. CERTIFICATIONS:

A. Technical / Requirements Certification: I certify that the facts and representation under my cognizance which are included in this justification are complete and accurate to the best of my knowledge and belief.
