About this file
This is a Limited Sources Justification for a federal task order under the General Services Administration (GSA) Federal Supply Schedule (FSS) Contract GS-07F-190CA.
The Department of Veterans Affairs' Network Contracting Office 21 (VISN 21) is issuing a firm-fixed-price task order to Johnson Controls Inc. (JCI) for modernization of the existing Metasys Building Management System (BMS) at the VA Southern Nevada Health Care System in North Las Vegas, Nevada. The modernization includes development of an artificial intelligence-enabled platform to provide real-time analytics for boilers, cooling towers, underground fuel storage tanks, and life-safety equipment, with anomaly detection and degradation modeling capabilities. The task order period runs from September 1, 2026, through August 31, 2027 (12 months), with an option to extend for up to six additional months. The estimated contract value is redacted in the document.
The justification for limiting competition to JCI alone is based on FAR 8.405-6(a)(1)(B), which permits sole-source awards when only one source is capable of providing supplies or services at the required quality level due to their unique or specialized nature. JCI is the Original Equipment Manufacturer and maintains proprietary ownership of the Metasys BMS software, firmware, and architecture, with exclusive authorization of system-level programming tools, software updates, and cybersecurity patches. No third-party vendors are authorized to service the system without voiding warranties, compromising system integrity, or creating cybersecurity vulnerabilities. Market research was conducted through the SBA's Small Business Search database using NAICS code 238220 and keyword "Metasys," resulting in no identified Service-Disabled Veteran-Owned or Veteran-Owned Small Business firms. An Intent to Sole Source notice was published to SAM.gov on April 14, 2026, and closed on April 20, 2026, with no responses received. The justification emphasizes that failure to award would interrupt critical building automation system support and potentially disrupt patient care operations.

A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
By placing an order against a schedule contract, the ordering activity has concluded that the order represents the best value. Although GSA has already negotiated fair and reasonable pricing, the Contracting Officer will seek additional discounts before awarding the task order.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Small Business Administration’s (SBA’s) Small Business Search database was queried to identify verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB). The database was searched utilizing NAICS code 238220 – Plumbing, Heating, Air-Conditioners Contractors and keyword “Metasys”. The search resulted in no VOSB or SDVOSB firms. In accordance with VAAR 819.7005, priority was given to SDVOSBs and VOSBs;
however, no verified firms were identified as capable of meeting the proprietary requirements.
Intent to Sole Source Notice 36C26126Q0596 was published to SAM.gov on 4/14/2026 and closed on 4/20/2026. No responses were received. Due to the proprietary nature of the services requested, this requirement must be sole sourced to JCI.
(7) Any Other Facts Supporting the Justification: Failure to award this requirement would result in interruption of building automation system support, impacting critical infrastructure and potentially disrupting patient care operations.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
The requested services are proprietary and only JCI can provide the requested services. JCI does not authorize any third-party service providers to sell, distribute, and service the Metasys BMS.
The Department of Veterans Affairs will continue to monitor the commercial marketplace to determine if other sources are responsible and capable of providing this type of service that meets the needs of VISN 21.
