About this file

This is a Limited-Sources Justification form from the Department of the Treasury for a bridge contract acquisition.

The Internal Revenue Service (IRS) Contact Center Support Division seeks to award a Firm-Fixed-Price Task Order to incumbent vendor AT&T Technical Services Company, Inc. for a six-month bridge period from February 13, 2026 through August 12, 2026 (Requisition No. 5000221293). The contract covers hardware, software licenses, hardware/software maintenance, engineering, development, deployment, and operations support for the IRS Contact Center Information Technology Infrastructure (CCITI). The current task order expires February 12, 2026, and this bridge is necessary because the follow-on competitive solicitation awaits multiple approvals and cannot be released before the current contract period ends. The agency invokes FAR 8.405-6(a)(1)(i)(A), citing urgent and compelling need to prevent service disruption. The justification emphasizes that loss of these services would prevent taxpayers from contacting the IRS and interacting with Customer Service Representatives to resolve tax issues, and would impair the IT Service Desk and Help Desk operations that support all call center routing and work assignments. The Contracting Officer determined the task order represents best value under FAR 8.404(d), with AT&T's pricing expected not to exceed GSA Multiple Award Schedule rates, which have been pre-negotiated and determined fair and reasonable. The document indicates attachments are included and states the Contracting Activity will issue a competitive solicitation once all approvals are received.
