About this file
This is a Justification for Other Than Full and Open Competition document submitted by the U.S. Department of Justice, Office of the Inspector General for a sole source procurement.
The DOJ OIG is procuring a Digital Evidence Management System (DEMS), accessories, and 135 licenses from Axon Enterprise, Inc. (17800 N 85th Street, Scottsdale, AZ 85255) under a new Firm Fixed Price purchase order. The licenses are designed to integrate with the agency's existing body worn cameras. The estimated total contract value for the base period and four option periods is redacted in the document. The procurement is authorized under 41 U.S.C. 3304(a)(1) based on the finding that only one responsible source exists and no other supplies or services will satisfy the agency's requirement. The justification cites operational continuity, avoidance of duplicate costs for warranties, repairs, maintenance, and training, and prevention of evidence loss as key factors supporting sole source award. Market research confirmed no other vendor meets the DOJ OIG's requirements, and Axon's GSA schedule (contract number 47QSMS24D003D) does not provide all necessary items. A notice of intent to sole source (Notice ID # 15G1AC26N00000006) was published on Sam.gov on September 18, 2026, with no responses received. Pricing has been determined fair and reasonable based on review of the vendor's federal pricelist and GSA schedule pricing. The document was approved by Contracting Officer Johao O. Stewart on September 24, 2026.

U.S. Department of Justice Office of the Inspector General
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Simplified Procedures for Certain Commercial Products and Commercial Services
Contracting Activity: Department of Justice, Office of the Inspector General
Description of the Action being Approved:
The justification is being reviewed to procure commercial items requirement on a sole source basis. The action will be awarded as a new Firm Fixed Price purchase order.
Name of Proposed Contractor: Axon Enterprise, Inc.
Street Address: 17800 N 85th Street City, State, Zip: Scottsdale, AZ 85255
Description of the Supplies or Services and Estimated Dollar Value:
Digital Evidence Management System, accessories, and 135 licenses to work with already existing body worn cameras.
Estimated total contract value (base and four option periods): $
Statutory authority permitting other than full and open competition:
There is only one responsible source, and no other supplies or services will satisfy agency requirement. Competition is not required per 41 U.S.C. 3304(a)(1).
Contractor’s Unique Qualifications:
DOJ OIG currently utilizes the DEMS system and body worn cameras. Utilizing current systems and equipment will allow continuity of operations and limit costs for new cameras, training for DEMS system, camera hardware, and accessories. Gaps in service can cause loss of evidence and BWC usage required for enforcement operation per DOJ-OIG policy. Utilizing Axon Enterprise, Inc as a sole source offers the opportunity to procure the requirement without DOJ OIG experiencing substantial duplication of cost related to warranties, repairs, maintenance, etc.
to new and existing requirements that could not be expected to be recovered through competition.
Efforts made to ensure that offers are solicited from as many potential sources as is practicable:
A notice of intent to sole source (Notice ID # 15G1AC26N00000006) was issued on Sam.gov on Thursday, September 18, 2026. No responses were received.
Fair and reasonable anticipated price determination:
Vendor’s federal pricelist was reviewed. Prices offered for action are at or below the pricelist levels. Items available on their GSA schedule at also at or below schedule prices. Pricing has been determined to be fair and reasonable.
Market research conducted:
A review of the industry was completed, and no other vendor meets the requirements needed for DOJ OIG. A search was conducted on GSAadvantage for Axon offerings. Axon holds GSA schedule, contract number 47QSMS24D003D. The schedule does not offer all the items needed for the requirement.
Other Facts:
This is a follow-on requirement from an initial contract action. DOJ OIG would experience substantial duplication of cost related to warranties, repairs, maintenance, etc. to new and existing requirements that could not be expected to be recovered through competition.
Listing of Sources, if Any, that Expressed an Interest in the Acquisition:
None.
Actions to remove barriers for any subsequent acquisition for the same supplies or services:
There are no plans at this time to compete future requirements for the types of supplies and services covered by this Limited Source Justification. If another potential source emerges; an assessment will be made at that time to determine whether future competition is feasible.
Approval
Contracting Officer In accordance with FAR 13.106-1(b)(2), based on the justification provided above I have determined that the circumstances of this contract action deem only one source reasonably available and that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
