About this file
This document is a Limited Sources Justification and Approval (J&A) for the AFGSC IG Furniture Reconfiguration contract. The requirement includes the acquisition of additional furniture items, rearrangement of existing furniture, delivery, installation, and removal of materials at the Air Force Global Strike Command (AFGSC) Inspector General (IG) office. The exclusive nature of the supplies necessitates sourcing from a single provider, Knoll, Inc., as they are the exclusive manufacturer of the required furniture and the only authorized dealer within 200 miles of the site. The J&A states that IDI Workspaces, Inc., the regional Knoll dealer, is the only qualified contractor that can provide the necessary services to maintain warranty coverage and compatibility with the existing furniture. The estimated contract cost is not specified. The associated federal contract opportunity, Solicitation Number FA460824F0116, awarded the contract to Knoll, Inc. (c/o IDI Workspaces, Inc.) for $82,275.12 on 2024-09-11.

( See guidance at the end of this document for completing the following sections. )
I. Contracting Activity.
2d Contracting Squadron/PKP 801 Kennedy Avenue, Building 4400, Suite 2301 Barksdale AFB, LA 71112
II. Nature and/or description of the action being processed.
This requirement includes the acquisition of additional furniture items, rearrangement of existing furniture, delivery of materials, installation of the products required to reconfigure the identified office spaces and removal of identified materials at the Air Force Global Strike Command (AFGSC) Inspector General (IG) office located at Building 534. This reconfiguration will involve three (3) rooms, across two (2) floors as specified in the requirement documentation submitted with this package.
III. Description of supplies/services required to meet agency needs.
The furniture design and retrofit with preexisting Knoll, Inc furniture include approximated one-hundred and twenty seven
(127) line items. These items include but are not limited to some miscellaneous furniture pieces, sliding doors, and rearrangement of existing furniture.
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
AFGSC IG currently has Knoll, Inc. products fitted, installed and located in their office space. The customer has identified the need to retrofit their office space for further utilization and capacity in an effort to meet mission requirements. The furniture products that have been requested are to honor current warranties of products and to match existing furniture that occupies the spaces.
In addition, IDI Workspaces Inc. does not employ personnel who are unfamiliar with the storage, handling and assembly of the workstations and case goods. IDI Workspaces Inc. has previously worked on the site based on an existing Government Services Administration (GSA) Contract GS-03F-078DA and it would not be cost effective to engage with another supplier. The customer requires the work to be completed by an authorized Knoll dealer in order to avoid termination of warranties. In addition, IDI Workspaces is the only authorized dealer for Knoll products and services within 200 miles of Barksdale AFB, LA.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
General Services Administration (GSA) has established that the pricing of supplies, fixed-price services, and hourly rate services under schedule contracts is fair and reasonable. Therefore, ordering activities are not required to independently assess the fairness and reasonableness of pricing, with the exception of a price evaluation.
Taking into account contracts awarded in fiscal years 2022 and 2023, the price difference remains within 18% over a period exceeding two years. Contracts FA460822F0059, FA460822F0107, and FA460823F0007 have been identified to support the price evaluation and comparison. These evaluated contracts align with annual inflation increases in excess of 16.8%.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Knoll, Inc. holds GSA Schedule GS-03F-078DA, which covers the items requested for this AFGSC IG Furniture Reconfiguration.
Knoll, Inc. is the exclusive manufacturer of these items. To ensure compatibility and maintain warranty coverage, it is necessary to use these specific items. It has been determined that the only regional vendor within 200 miles of Barksdale, AFB is Innovative Intelligent Design, also known as IDI Workspaces, Inc. Therefore, the award will be made to Knoll, Inc., care of IDI Workspaces, Inc, which has been identified as the regional installer of Knoll-manufactured products and equipment.
VII. Other facts supporting the justification.
No other considerations were made as they pertain to FAR 8.405-6(a)(1)(i)(C).
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
Knoll, Inc maintains a Federal Supply Schedule and functions as a large business. There are no other entities listed on GSA that have the capacity to fulfill or supply the same equipment needed to align with existing requirements. Pursuant to FAR 8.405-2 (b), an order will be issued to the schedule contractor able to provide the necessary supply, particularly when a statement of work (SOW) is necessitated.
