The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

Other: <insert appropriate authority here>

5. Reasons for Authority Cited:

Procurement by other than full and open competition is necessary because Advantor is the only source available to provide service to the Advantor-Brand USAF- approved and PL3 Certified IDS.

The 125th Fighter Wing has a requirement to provide security for designated resources identified as controlled and restricted areas in conformance of AFI 31-101. The system must be USAF approved. To meet this requirement the base had previously selected Advantor Systems Corporation. The selection was made by competitive procurement using GSA Schedule holders from the approved list of vendors. There are 3 USAF Approved Sensor Systems. For security purposes, each is proprietary in nature; once a system is selected, it is only compatible with the same proprietary devices for future expansion. Due to the fact that the current system is already made and installed by Advantor, it only makes sense that the only acceptable installation entity for this project is Advantor approved technicians. No other providers will have the necessary proprietary communication protocol training to interface with the existing USAF approved sensor system. Advantor Systems Corporation is the sole-source for this manufacturer certified installation expertise.

The company does not sell to other vendors, nor does it certify other companies to install or maintain its equipment.

It is in the best interest and best value to the Government to maintain equipment compatibility from a safety, technical, and cost efficiency perspective. This proposed action is to purchase the necessary equipment, software, and installation labor to provide the ability for the 125th BDOC to continue to monitor alarms and video. The equipment upgrade and modifications will integrate with the existing Government furnished Advantor ASN 5.0 IDS, upgrade to ASN 6.2, along with the manufacturer-certified installation expertise to install the equipment and integrate the components to result in a fully operational USAF certified system.

6. Actions to Increase Competition:

For reasons communicated in paragraph five (5) of this justification and approval, this is an instance where it is not possible to allow for full and open competition. At such time when the current Advantor system equipment is deemed obsolete and warrants complete replacement, or the ASN 6.2 brand no longer utilizes proprietary codes, the Government will embrace full and open competition, by soliciting contract(s) that do not require a specific brand name.

7. Market Research

Advantor products and services are available through GSA Federal Supply Schedule GS-07F-039DA. There are no independent dealers or distributors of Advantor products, nor any independent authorized installers of the ASN 6.2 system; Advantor is the sole source for compatible equipment and the necessary manufacturer-certified technical expertise to install the system. ASC operates a cleared facility and can provide US Citizens to install and integrate the components as required for this effort. Since it is mission essential that this upgrade be compatible with the existing system infrastructure, and only Advantor components have the necessary protocols to integrate with the existing Advantor equipment, it has been determined that Advantor Systems Corporation is the only responsible source for compatible products and services that will integrate with the existing infrastructure, warranties and maintenance agreements.

8. Procurement History:

Previous Purchase Order(s) or Contract(s): Yes No If "Yes", for each purchase order or contract provide:

Purchase order or contract number: W911YN-18-F-5032 Was action competed? Yes No Purchase order or contract number: W911YN-15-F-1017 Was action competed? Yes No

If action was not competed, state the cited authority, summarizes rationale, and describes the actions that were supposed to be taken to increase competition and the results thereof:

The cited authority, rationale, and actions to increase competition were the same as listed above. Because of the nature of this equipment, competition is not possible.

9. Additional Information to support the justification.

This requirement is to furnish and install a CCTV camera upgrade, network software refresh to Advantor ASN 6.2 and associated hardware and establish a separate security network for the Advantor enclave communications. The equipment to be purchased is compatible with the existing IDS previously purchased and installed at the 125th FW.

The installation of the products requires Advantor Trained and Certified technicians to install, set up and test the equipment. These technicians are available exclusively through Advantor Systems Corporation. Therefore, the actual minimum requirement for compatible equipment and manufacturer-certified installation can only be met through Advantor Systems Corporation.

10. Technical / Requirements Certification: I certify that the supporting data under my cognizance which is included in the justification are accurate and complete to the best of my knowledge and belief.
