U.S. Customs and Border Protection Limited-Sources Justification (LSJ) - FAR 8.405-6
Border Security Deployment Program (BSDP) Centralized Area Video Surveillance System (CAVSS) Support Services

This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C.
152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity.
The U.S. Department of Homeland Security (DHS) Customs and Border Protection (CBP), Office of Acquisition, proposes to award a Blanket Purchase Agreement (BPA) pursuant to FAR 8.405-6(a), Limiting Sources.
2. Nature and/or description of the action being approved.
CBP intends to award a BPA with firm-fixed price or time and materials task orders pursuant to FAR Part 8.405-6(a) for the procurement of the Border Security Deployment Program (BSDP) Centralized Area Video Surveillance System (CAVSS) Support services to proposed contractor:
Sentrillion Corporation, 1881 Campus Commons Drive Suite 403, Reston, VA.
These services were supplied by Sentrillion Corporation under competitively awarded BPA HSBP10-15-A-00024, which expired on 31 March 2020. All the options were successfully exercised.
3. Description of Supplies/Services.
The Border Security Deployment Program (BSDP) Centralized Area Video Surveillance System (CAVSS) provides a full range of operations and maintenance support for the CBP, BSDP, CAVSS suite of devices, computers, IT components, and applications. Additionally, the services will provide for technology refreshment, deployment, upgrades, updates, modifications and enhancements of existing applications in response to evolving technologies, threats, and mission requirements in support of DHS and CBP mission critical initiatives to protect the borders (air, land, and sea) of the United States. The BSDP provides mission critical 24/7/365 surveillance capabilities to CBP to support border security and safety mission goals primarily at U.S. Land Ports of Entry (LPOEs). The deployed CAVSS is in operation to support these goals and is composed of cameras, microphones, sensors, network equipment, monitors, workstations, and digital recording devices. The services include delivery advances in technology (e.g., upgrades, renewals, and refreshes) to enable optimal hardware and software performance. Standardization of border security equipment and functionality across all CBP locations is considered within scope. The overall objective of this BPA is to ensure the CAVSS specialized hardware is properly maintained, updated, and enhanced as necessary to support the critical and dynamic mission requirements of CBP.

4. Authority and supporting rationale. Select one of the circumstances justifying limiting sources pursuant to FAR 8.405-6(a)(1)(i) below and demonstrate the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, this requirement is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original BPA must not have been previously issued under sole-source or limited-sources procedures.
CBP’s intent with this logical follow-on BPA is to avoid disruption of mission critical video surveillance and maintenance operations at over 320 sites at all LPOEs, US Border Patrol southern sites, select airports and seaports. Sentrillion Corporation has extensive familiarity with the required services and maintenance support along with a CBP BI-cleared experienced workforce. This interim contract will provide economic and efficient services and maintenance without any interruption of service to CBP until award of the long-term competitive BPA for the Border Security Deployment Program (BSDP) Centralized Area Video Surveillance System (CAVSS) Support services.
The original BPA was competitively solicited and awarded to Sentrillion Corporation. As the incumbent contractor, Sentrillion has an established team with current and active CBP background investigation (BI) clearances and has acquired the specialized knowledge and experience necessary to perform the required near-term services without disruption. The costs associated with bringing on a new contractor would be cost prohibitive given the planned period of performance. Also, the award to a new contractor would create the need for a transition period that includes BIs for new contractor employees. The delay in schedule, risk of interrupted service, and additional cost for a short term period of performance far exceeds the cost of a follow-on task order to the current incumbent contractor. Based on the preceding rationale, transitioning to a new source for a twelve month period of performance while CBP competes the long-term contract would not be in the government’s best interests.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The Contracting Officer (CO) will determine the final price of the task order(s) to be fair and reasonable prior to award, using applicable price analysis techniques. The ordering CO will consider the current task order(s) pricing for similar services (HSBP10-15-A-00024) and Sentrillion Corporation’s GSA Schedule published rates versus the proposed prices for the specific services being ordered to determine the order is appropriate given the requirements and order type, consistent with FAR 8.405 ordering procedures.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted among the GSA Schedule 70 vendors . Although Schedule 70 has companies that appear to have the ability to provide most of the services and end products requested in this requirement, Sentrillion Corporation is the current incumbent and the only vendor that can provide these services with no interruption to current operations.
Sentrillion Corporation maintains personnel with current and active CBP BIs and specialized knowledge and experience necessary to perform the required services without disruption. The award to a new contractor would create the need for a transition period that includes BIs for new employees. urrent BI backlog has prospective contracted employees waiting over five (5) months to receive an adjudicated BI. The delay in schedule, risk of interrupted service, and additional cost for a short-term period of performance far exceeds the cost of a follow-on task order to the current incumbent contractor.
7. Any other facts supporting the limited-sources justification.
None.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.
CBP intends to issue the solicitation in June 2020 with a projected award in first quarter FY21. The new BPA award will be the principal action to remove and overcome any barriers to competition now faced with the short term sole source award to Sentrillion.
9. CBP intends to post this requirement on FedBizOpps pursuant to FAR 8.405-6(a)(2)(i).
10. Technical/Requirements Personnel Certification:
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
