About this file
This document is a Limited Sources Justification that outlines the rationale for limiting the sources for the procurement of specialized hospital beds for the Oklahoma City VA Medical Center.
The justification identifies Hill-Rom Company Inc. as the sole source capable of providing the required electric bariatric beds and air fluidized therapy beds that meet the specific needs of the VA's patients. The beds have unique features such as full electric control, built-in scales, low air loss therapy, and specialized frame and support capabilities that are only available from Hill-Rom. Hill-Rom is the sole rental provider of these beds and does not authorize any distributors. The justification states that placing an order against Hill-Rom's Federal Supply Schedule contract represents the best value to the VA for this ongoing requirement. The initial order will be a one-year logical follow-on, and future market research will be conducted to potentially identify additional capable sources.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Hill-Rom is the only source which will meet the VA’s requirements for the following reasons:
Hill-Rom’s Compella bed is the only fully electric bariatric bed allowing full control, with the push of a button, to expand the bed from 39” to 48” in width and 88” in length. It has an integrated surface for low air loss and bariatric frame, which prevents the need for staff to manually inflate or deflate, as well as manually expand and retract the deck of the frame for transport. This feature allows continuous lateral rotation therapy. It has a drive system that accommodates 1000 lbs.; and it has a 3-mode bed exit alarm for fall risk and robust side rails that drop flush w/ the mattress.
Hill-Rom’s Envella bed is the only air fluidized therapy bed, which will meet the VA’s requirement, that has built in scales for weighing patients who require daily weights. This feature prevents patients from having to be weighed with a lift scale. The bed offers low air loss in the head of the bed section. It also has a bed exit alarm, head of bed angle indicator, and lockout feature for patient safety. There is an auto-leveling bed bath to prevent bottoming out and a comfort adjust in the head section. The bed has fully inflated and side panels and allow physical therapy to sit the patient at the side of the bed for strengthening exercises. This includes the side/surface transfer deflate feature. The Envella bed meets the needs of very specific patients who require air fluidized therapy for healing.
Unique features related to the VersaCare bed include the bedframe, with Slideguard™ and Point-ofCare™ Controls, which has an Integrated A.I.R. Surface (Low air Loss, Advanced Microclimate™ Technology, advanced weight-based pressure redistribution, and turn assist).
There is no external blower box hanging on the footboard. There is a built in Flex-a-Foot feature to size the bed to the patient’s height with the push of a button. The features allow the

Hill-Rom is the sole source of its rental portfolio. Hill-Rom does not authorize any distributors for this requirement.
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.
FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: The beds are available under Hill-Rom Company Inc.’s Federal Supply Schedule Contract and the prices for the beds have already been determined to be fair and reasonable. The vendor is able to deliver the beds on an as required basis for Veterans that required specialized beds while recovering from medical procedures at the OKC VA Medical Center. Placing an order against Hill-Rom Company Inc.’s Federal Supply Schedule contract represents the best value to VA for this ongoing requirement.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. This is an order for the ongoing requirement for hospital beds already being rented by the OKC VA Medical Center. Market Research indicates the beds are only available from the large business manufacturer, Hill-Rom Company Inc. This was confirmed by searching GSA Advantage!. The search results confirmed that the required beds are only available from the large business manufacturer. The search results are uploaded to the eCMS briefcase for reference.
(7) Any Other Facts Supporting the Justification: The NAICS code for this requirement is 339112 and therefore the Non-Manufacturer Rule (NMR) is applicable.
Effective Date: 02/01/2022 Page 4 of 5
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: This is a one-year logical follow-on order. Market Research will be conducted to determine if there are other companies capable of fulfilling this requirement for a long-term order in the future.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
(10) Approvals in accordance with the VHAPM Part 806.3 OFOC SOP:
a. Contracting Officer’s Certification (required): I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Effective Date: 02/01/2022 Page 5 of 5
b. One Level Above the Contracting Officer (Required over the SAT but not exceeding $750K):
I certify the justification meets requirements for other than full and open competition.
