I. Contracting Activity.

Dept: United States Air Force Office Symbol: AFSC/PZIMB

II. Nature and/or description of the action being processed.

An individual, commercial, firm-fixed price (FFP) contract to procure Hand Control Units T-6B Grips. The contract will be awarded on a Limited Source Brand-Name basis to the lowest price. A FFP contract will be issued to one offerer. This requirement is the purchase of Hand Control Units T-6B Grips to continue to support their training.

This is a new requirement, therefore, there is no previous contract or justification and approval associated with this effort.

III. Description of supplies/services required to meet agency needs.

Thirty-eight (38) each, BugEye T-6B Grip W/ IO Box, P/N: 20B121195-1001, to include the following:

a. Must be TAA-compliant.

b. Control Interface Box must include a USB/Ethernet controller card prewired to T- 6B style grip switches and tuner knob.

c. Control Interface Box must receive power via USB-B port on front of box Input/Output (i/o) card.

d. Switches on the T-6B style grip must match the switch configuration and specification of the T-6B aircraft hand control grip.

e. Provide Updated wire diagram and mechanical drawing to include the installation of the encoder, knob, and resistors.

There is no need for anyone to come on base for this requirement.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6(b)(1), "The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer."

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

This is a competitive commercial supply acquisition. Therefore, price reasonableness with be based off adequate price competition.

By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative cost, etc.) to meet the Government's needs. The Contracting Officer will review the Contractor's price lists and will seek required price reductions as well as any additional price discounts/concessions based on the specific order requirements in order to obtain best value.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research was conducted to find potential vendors that could T-6B grip W/IO Box and Bugeye BTI050 interface card and Non-Recurring Engineering Installation-Updates to the wire diagram and the mechanical drawing to include the installation of the encoder, knob. The following websites and data bases were used: ESI Checked and produced no product results. GSA 2GIT RFQ1688409 posted with no valid response received. GSA AF Advantage RFQ1688416 posted with one response received. NASA SEWP RFQ #304343 posted with no valid response received. Contacted OEM directly to check third party reseller availability, OEM confirmed third party availability and gave list of known resellers. System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (611512) Flight Training FSC code U099. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was The Manufacture provided third party vendors list. In review there is numerous vendors that can provide this commodity for this acquisition.

VII. Other facts supporting the justification.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

Continue to conduct market research for new technologies and vendors that may be a considered to replace the current Hand Control Units T-6B Grips.
