March 2018 Page 3 of 4 by continuing to lease the existing trailer from Design Space. For the reasons noted, using multiple contractors would be extremely problematic, unreasonable, and inefficient.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
In accordance with FAR 8.404(d), the anticipated cost has been found to be fair and reasonable. The contracting officer will determine the vendor's quote that provides the best value for the Government. The total price of the order will represent the best value and result in the lowest overall cost alternative considering price, and administrative costs to meet the Government's needs. The Contracting Officer intends to place this requirement on a sole source basis in accordance with FAR 8.405-6(2), Furthermore, in accordance with FAR 8.405-1(c), the Contracting Officer will perform a price reasonableness evaluation as part of the best value determination.
The justification as required by 8.405-6 shall be posted to GSA eBuy along with the request for quote. The actual Limited Sources Justification will not be posted, but only justification will be posted in order to provide visibility to the public and other schedule holders.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Internet searches, GSA Schedule reviews and research were conducted to support this requirement.
VII. Other facts supporting the justification.
This will be a direct acquisition placed under a federal supply schedule. The requirement has been reviewed by the multi-functional acquisition team, and based on their review the following determination is made:
a. The continued use of Design Space Modular Building's non-DoD contract, GS07F0611W, has been determined in the best interest of the Air Force. Continuing this effort through the sole source utilization of the contract eliminates open market costs such as: searching for sources, developing technical documents, and preparing a solicitation. Additionally, use of the contract saves time as ordering activities do not need to seek further competition or synopsize the requirement. Since GSA has already determined the prices "fair and reasonable", a separate determination of fair and reasonable pricing is not required. Overall, utilization of the contract satisfies cost effectiveness, contract administration and also represents the "best value" for the Government.
b. This requirement is within the scope of the non-DoD contract.
c. The acquisition funding for this requirement is appropriate. Coordination/documentation has been received from
d. All applicable terms, conditions, and requirements unique to DoD or the Air Force will be incorporated in this acquisition. The requirements official, has reviewed the non-DoD instrument and has determined the Air Force needs will be met.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
Market research for satisfactory alternatives will continue as modular trailers are heavily utilized across
Limited Sources Justification and Approval (J&A)
