About this file

This is a Limited Sources Justification and Approval (J&A) document for a sole source procurement by the 20th Contracting Squadron at Shaw Air Force Base, South Carolina.

The procurement involves upgrading IP camera systems and personal view stations for the 20th Security Forces Squadron. The requirement includes sixteen (16) IP fixed interior cameras, six (6) IP fixed exterior cameras, four (4) IP Pan/Tilt/Zoom (PTZ) exterior cameras, and two (2) personal view stations. The sole source contractor is Prometheus Security Group Global (PSG), which is justified as the only company capable of integrating the new cameras into the existing proprietary VICADS® V100 system manufactured by PSG Global. The VICADS system remains under warranty, and allowing any other vendor to work on cameras, install them, or attempt integration would void the server warranty. The justification emphasizes that Shaw AFB has made a substantial investment in the Honeywell Vindicator/VICADS security system, and compatibility with this existing system is essential. The government would not benefit from implementing a second system due to substantial duplication of costs and potential security impacts on mission-critical facilities and base assets. Market research was previously conducted on March 31, 2025, for a canceled requirement that included both CCTV camera replacement and Intrusion Detection Systems upgrades; the current requirement focuses solely on the CCTV camera system upgrade, making the prior research valid and sufficient. Price fairness and reasonableness will be determined by comparing the received price against prices from previous similar service contracts at various bases using FPDS-NG data. The Contracting Officer, dated March 31, 2026, has certified this determination as accurate and complete.

Limited Sources Justification and Approval (J&A)

Security Marking (select from the drop-down list)

April 2024 Security Marking (select from the drop-down list) Page 2 of 3

I. Contracting Activity.

20th Contacting Squadron, Shaw AFB, South Carolina, 29152.

II. Nature and/or description of the action being processed.

Prometheus Security Group Global (PSG) is the only company that can integrate the cameras into the current VICADS servers, as this is their sole product. The VICADS system is still under warranty, and only PSG personnel can touch the system due to that fact.

III. Description of supplies/services required to meet agency needs.

The Squadron requests upgrading both internal and external squadron cameras while incorporating additional ones to broaden the avenue of approach view. The current ones are working with a dated server and are not compatible with the new server in the squadron. Without funding, the squadron's ability to enhance its surveillance capabilities through camera upgrades and installation of additional cameras will be severely hindered.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

The existing Integrated Base Defense Security System (IBDSS) at the 20th SFS relies on the proprietary VICADS® V100 system, manufactured by PSG Global. This system is still under warranty, therefore to integrate the new cameras into the system, PSG needs to be the Name Brand that conducts this business. Any vendor that works on cameras, installs them or attempts to integrate to the V100 will cause us to lose the warranty of the server through PSG. We therefore, request sole source for these items and the installation through PSG.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

Determination of price fair and reasonable will be made by comparison of received price with prices found reasonable on previous purchases. This determination will be made prior to award based on FPDS-NG data of contract awarded for the similar services at various bases.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research was previously conducted on March 31 2025 for a canceled requirement. The original scope of work for that acquisition included two distinct efforts: (1)the replacement and integration of CCTV cameras, and (2) a comprehensive upgrade of multiple Intrusion Detection Systems (IDS) and building access controls.

The current requirement has been changed to solely address the CCTV camera system upgrade, with the IDS and access control portions of the work being completely removed. As the core technical requirement for sourcing, installing, and programming V100-compatible CCTV hardware remains fundamentally unchanged from the original effort, the existing market research is deemed valid and sufficient to proceed with this new acquisition.

VII. Other facts supporting the justification.

Shaw AFB has made a substantial investment utilizing the Honeywell Vindicator/VICADS security system. Since only one system can be used on Shaw AFB, the requirement to add additional facilities and capabilities must remain compatible with the existing Honeywell Vindicator/VICADS Systems. The Government would not receive benefit with a second system
