About this file

This is a Limited Sources Justification document for a 6-month bridge contract to Cambio Consulting Group, LLC for support of the Department of Justice (DOJ) Justice Management Division's Phoenix budget formulation tool. The contract period runs from December 17, 2024 through June 16, 2025, utilizing FAR 8.405-6(a)(1)(i)(A) due to urgent and compelling needs that would result in unacceptable delays if normal procedures were followed.

The bridge contract will provide continuity of mission-critical services for the Working Capital Fund (WCF) transformation, including development, operation, and maintenance of the Phoenix WCF budget system. The system manages approximately 300,000 data elements and calculates projected customer bills for the $2 billion annual WCF services. Key tasks include establishing FY2026 WCF formulation databases, adjusting dashboards, running data integrity checks, loading personnel data, and developing customer bills. A competitive follow-on contract is planned for award in May 2025, with a one-year base period and two 12-month options. The contract will be quoted on a labor-hour basis, with rates compared against GSA schedules, independent government estimates, and historical pricing to ensure best value.

4. Authority and supporting rationale including, if applicable, demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays.

The services that will be obtained through the proposed bridge support are considered mission critical operations for which continuity is essential. As described in Section 3, above, this contract provides mission critical services that are vital in developing the annual WCF Budget. The WCF, which provides approximately $2 billion in annual services, is a complex financial entity and the accurate formulation of the WCF is critical to the ongoing operation of the fund. The Phoenix system is key to that as it aggregates all budget formulation data, comprising approximately 300,000 data elements, and calculates projected customer bills, which supports the customer engagement and governance process. In the end, the Contractor uses the data stored and calculated through the system the provide a data upload file for the Unified Financial Management System (UFMS). That output file contains over 150,000 datapoints.

Specifically, without ongoing support Budget Staff would be unable to:

• Establish the necessary databases for the FY 2026 WCF formulation process.

• Adjust existing dashboards to present the FY 2026 data.

• Implement and run data integrity error checking to identify data errors.

• Load personnel data and integrate that with the Table of Organization data in an ongoing manner.

• Develop prospective customer bills.

• Provide sufficient and clear information to the WCF Governance Board overseeing the WCF.

operations.

The fair opportunity competition is currently in development with an estimated award date of May 2025. Given the need for continuity of these mission critical services and the transition to the new competitively awarded contract the Department is limiting consideration to Cambio.

5. Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

This bridge contract will be quoted on a labor hour basis. The PSS Contracting Officer (CO) will determine the hourly rates are fair and reasonable via the use of an in-depth price analysis comparing the proposed hourly rates against the contractor’s current rates under , the contractor’s General Services Administration (GSA) rates, a comparison to the Independent Government Estimate (IGE) provided by the Contracting Officer’s Representative (COR) and based on a comparison with historical pricing for this requirement.

Based on these comparisons it is anticipated the contract ’s price will represent a best value to the Government.
