8. Circumstances Preventing Full and Open Competition

9. Actions to Increase Competition (including Market Survey)

1) Other applications cannot access weather information from the Air Force’s 557th Weather Wing in accordance with (IAW) Army Regulation (AR) 95-1, Flight Regulations, Paragraph 5-2, Section c.(8) (22MAR18).

2) No other application allows for full-feature functionality of the Stratus 3 automatic dependent surveillance – broadcast (ADS-B) peripheral receiver the Sandston AASF already has on its property book. Specifically, other applications are not able to record flight data or save AHRS calibrations, which in turn prevents the pilot from using a synthetic vision system to assist with hazard and terrain avoidance.

3) Other applications do not have the capability to complete and file DD Form 1801, Department of Defense International Flight Plan (01MAY87), which is in the process of becoming the standard flight plan for the Army.

A notice of intent to sole source will be posted on the Contracts Opportunities site (beta.SAM).

Any responses received will be evaluated to determine if the application being proposed meets all requirements.
