About this file
This Limited Sources Justification document covers the procurement of Siemens Direct Digital Control (DDC) System Components for multiple buildings at Alpena CRTC/LGC in Alpena, MI. The document details specific system components to be procured for Buildings 7, 28, 303, and 820, including controller systems and Desigo systems with items such as power supplies, enclosures, service boxes, Bacnet controllers, licenses, and networking equipment. The justification is based on the unique proprietary nature of Siemens equipment, with the government determining that only Siemens Industries, Inc. can provide the necessary replacement components, software updates, and maintenance for the existing system. Market research confirmed Siemens as the sole authorized retailer, and the procurement will be made through a Federal Supply Schedule at fixed prices, which GSA has already determined to be fair and reasonable.

IV. Identification of Justification Rationale:
IAW FAR 8.405-6(b)(3), the items associated with this requirement are peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. The current Direct Digital Control (DDC) System is Siemens Industries, Inc. product. Only one source is reasonably available to provide the replacement equipment, as the system is a proprietary product designed by Siemens Industries, Inc. Only Siemens Industries Inc. has the software updates, equipment, parts and personnel capabilities to upgrade and maintain the existing systems and its components.
V. Best Value Determination:
The intention of the government is to purchase this requirement off of a Federal Supply Schedule. IAW FAR 8.404(d), supplies offered on the schedule are listed at fixed prices. GSA has already determined the prices of supplies to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405-2(d). By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Governments needs.
VI. Description of Market Research Conducted:
Siemens Industries, Inc. is other than small business under the NAICS code associated with this requirement. They also have a GSA FSS (contract number GS-07F-217CA). Additionally, a search of GSA and Unison Marketplace indicated that there were no other small businesses that could provide the Siemens items that the government requires. The contract specialist also inquired from the company directly if Siemens had authorized retailers of their equipment in an effort to compete the requirement on a brand name basis instead of limited source.
