About this file
This is a Limited Source Justification for a non-competitive procurement by the Federal Bureau of Prisons (BOP).
The Federal Correctional Institution (FCI) Leavenworth, Kansas seeks to acquire a ScriptPro USA, Inc. Compact Robotic Pharmaceutical Dispensing System rental for the period of May 2026 through September 2026 at a total cost of $18,446.55, subject to funds availability. The procurement includes one CRS 150 Compact Robotic Prescription Dispensing System, one SP Central Platform (including one SP Central Server and one SP Datapoint), one pharmacy printer, one smart card scanner, one standard interface, and one host-based system security platform component. The BOP has determined this procurement qualifies as a limited source acquisition under FAR 6.103-1(b) because ScriptPro USA, Inc. is the sole provider of compact robotic pharmaceutical dispensing system rentals in the Leavenworth service area, and state regulations and local ordinances restrict providers to only one company. A solicitation was posted on SAM.gov from March 31, 2026 through April 10, 2026 (solicitation 15B40826Q00000011), and while ScriptPro USA, Inc. submitted a Sole Source Memorandum, no other quoters responded. The Contracting Officer determined the pricing of $18,446.55 to be fair and reasonable based on historical figures. The pharmaceutical dispensing system rental is deemed essential for orderly operation of the facility, which houses over 1,620 inmates, and delay in contract award would result in serious injury to the Government. Market research by the Contracting Officer and Health Services Department confirmed no alternative providers exist in the Leavenworth area that could meet minimum requirements without substantial capital improvements and cost increases.
