About this file
This document is a Limited Source Justification (LSJ) describing the rationale for awarding a firm fixed price delivery/task order to Professional Systems Associates, Inc. (PSA) on a limited source basis under the Federal Supply Schedule (FAR 8.405-6). The justification states that PSA is the sole vendor of the CMPro software tool, which is a commercial off-the-shelf (COTS) product that has been in use by the Naval Air Systems Command (NAVAIR) for several years for management of technical data packages (TDPs) and configuration management of NAVAIR product baselines. The LSJ explains that no other vendors can provide the CMPro software or the required support and customization to meet NAVAIR's specific requirements. Terminating the development of CMPro and starting over with another product would result in a 1-2 year delay that is unacceptable to meet fleet requirements. The order is being issued under the GSA Federal Supply Schedule with the expectation of additional discounts. No market research was conducted among other schedule holders as PSA is the sole source for the required capabilities.

4. Identification of the Justification Rationale (see FAR 8.405-6(b)) and, if applicable, a Demonstration of the Proposed Contractor’s Unique Qualifications to Prove the Required Supply or Service:
Under FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
PSA is the sole vendor of the CMPro toolset and owns the proprietary rights, software data rights, and the software engineering environment. CMPro is commercial off-the-shelf (COTS) software developed by PSA, Inc. No vendors other than PSA and its authorized resellers can provide the CMPro software and only PSA can provide the support required to customize CMPro to meet this specific Government requirement.
This procurement will allow for the continuation of previous development of CMPro software capabilities for NAVAIR. The CMPro software tool has been in use by NAVAIR for management of TDP data and for Configuration Management (CM) of NAVAIR product baselines for several years. A number of NAVAIR enterprise supported instances of the CMPro software have been in use by NAVAIR activities, and this procurement would allow for the continued capability improvement necessary for TDP configuration management within
NAVAIR.
There are currently Navy Marine Corps Intranet (NMCI) approved and supported instances of CMPro at Fleet Readiness Center (FRC) Southwest (FRCSW), FRC Southeast (FRCSE), and NAWC-Training Systems Development (NAWCTSD). PMA-205, PMA-299, and several other PMAs have their own instances of CMPro being used to manage CM processes and data for their programs. Each of these activities will benefit from the capabilities under development in this contract. This contract will continue capabilities development initiated in 2016 as part of the Joint Engineering Data Management Information and Control System (JEDMICS) Modernization effort, and provides support for capabilities development in AvPLM.
CMPro is an enterprise class CM and Product Lifecycle Management (PLM) software application. CMPro automates the process of managing product data, engineering data, and inventory/configuration data in a centralized integrated data environment. CMPro is also one of the systems that make up the Automated Logistics Environment (ALE) Program of Record (POR) for NAVAIR. With CM and PLM as core capabilities, CMPro resides within the CM/PLM/PDM Commodity Line. CMPro’s inclusion within the ALE POR is in-sync with the OPNAV N41/IT EXCOMM long-term strategy for CM/PLM systems. As the ALE POR and IT EXCOMM reviews and assesses requirements for a near term approach (1-5 year) and solution to the growing PLM needs of the NAE, the CMPro system has emerged as the leading tool which can meet the PLM needs of both the acquisition and sustainment communities. The Commodity
Line Manager for CM/PLM/PDM has indicated that CMPro is expected to remain in the portfolio for the long term, and is being looked at to assist with on-going portfolio reduction efforts.
CMPro was acquired by the Automated Test Equipment (ATE) program in order to manage the configuration and product lifecycle of ATE system supported by FRCSW. As FRCSW became aware of CMPro’s capabilities, command leadership turned to the CMPro system to fill specific gaps in workflow capability, small scale agile development, and special purpose IT development efforts. Development of unique NAVAIR TDP management processes and data structures within CMPro began in 2016 had has continued to date. This continued effort is required to deliver a complete TDP acquisition through system sustainment capability compatible with NAVAIR TDP and CM workflows and data requirements. Completion of this development effort will allow integrated data flows between CMPro and NAVAIR ALE Enterprise PLM applications. Integration and maturation efforts will be accomplished using the twelve-month option period to be included in this order.
No other IT system in use by NAVAIR or COMFRC has the same integrated CM/PLM capabilities as CMPro. With that in mind, currently, there are no plans to migrate the core CM/PLM capabilities of CMPro, or the special purpose modules developed around those core capabilities, to any other system.
Estimated costs for implementing equivalent capabilities with another software tool is estimated at based on costs relating to both schedule and labor required to terminate this development in CMPro and initiate a similar development project using another commercial PLM software product. There are no similar or compatible development efforts underway at NAVAIR so to terminate this development and start over with developing a different software tool would result in a one to two-year delay in deployment which would be unacceptable to meet the fleet requirements. The FST HQ, Technical Data Department will be required to initiate a new contract with one of several PLM software vendors and begin re-development of TDPHA requirements in another software tool, re-procure licenses for the software, and begin new collaborative efforts with NMCI and ALE to get the software approved and installed within the NMCI enclave. As such, these estimated cost and impact to schedule would not be recouped through competition.
If a suitable alternative application could be identified, the required tasks needed for the migration of data from CMPro to another system, or systems, would take well over a year to complete. Data migration is a labor intensive, time consuming, and complex undertaking under the best of circumstances. Additionally, there are costs associated with the data migration that are over and above normal sustainment.
5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):
This order will be issued in accordance with FAR 8.4, Federal Supply Schedules. GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Although, GSA has already negotiated fair and reasonable pricing, this determination does not relieve the ordering activity contracting officer from the responsibility of making a determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs, using the proposal analysis techniques at 15.404-1. Also, additional discounts will be sought.
6. A Description of the Market Research Conducted Among Schedule Holders and the Results or a Statement of the Reason Market Research Was Not Conducted:
Market Research for this particular order was not conducted among schedule holders because only CMPro, developed by PSA, Inc. can provide the required product or services. Market research for suitable CM/PLM software was done over a decade ago, and the software has been in continued use at NAVAIR for over 20 years. The requirements for capabilities were competed before CMPro was initially selected. Since that time, NAVAIR has been using this software tool because of its compatibility with NMCI, capability to meet requirements, and also the low cost investment in terms of licensing and development support. Significant cost and rework would be required to implement a new software solution with severe negative impact to users currently using the software for CM of their systems product baselines. No other IT system in use by NAVAIR or COMFRC has the same integrated CM/PLM capabilities as CMPro.
A synopsis was not published in accordance with FAR 8.404(a). Ordering activities shall not seek completion outside of Federal Supply Schedules or synopsize the requirement.
7. Any Other Facts Supporting the Justification:
This order is a follow-on development undertaken at significantly less cost than NAVAIR could achieve by procuring and modifying alternate software packages that are advertised as equivalent but would require significant customization and development in order to accomplish similar capabilities and integration as NAVAIR currently has with CMPro. Functional specifications, workflow definitions, and data structure requirements were completed in previous efforts beginning in 2016 and continued to date. If future market research indicates a suitable alternative for integrated CM/PLM capabilities that fit into the NAVAIR and COMFRC IT system, the requirement will be competed accordingly.
8. A Statement of the Actions, if any, the Agency May take to Remove or Overcome any Barriers that Preclude the Agency from Meeting the requirements of FAR 8.405-1 and FAR 8.405-2 before any Subsequent Acquisition for the Supplies or Services is Made:
As described above, the Government analyzed whether alternate brand/sources could be used. However, the analysis established that no other products could meet and or be modified to meet the agency’s needs. Future requirements will be evaluated to determine whether an alternate brand/source can be used to increase competition and not limit procurement sources. As information technology continues to evolve, other brands may become available for future acquisitions. Therefore, evaluations and technical improvements may make other products suitable for future procurements.
